Prior to making a transfer pursuant to the appropriation, the director of the budget shall have received notification from the state comptroller of a cash flow shortfall in a federal special revenue fund where delays or other interruptions in the flow of federal funds threaten to interrupt ongoing authorized programs. The notification from the state comptroller shall also indicate the name of the federal fund and account which is experiencing such cash flow shortfall and such other information as the director of the budget shall determine to be necessary to substantiate the need for such transfer.
