At least seven days prior to issuing a certificate of
approval for this purpose the director of the budget
will provide written notification of the anticipated
allocation to the chairman of the senate finance com-
mittee and the chairman of the assembly ways and means
committee

transfer by the director of the budget to the local as-
sistance account of the general fund or to the state
purposes account of the general fund for services and
expenses for supplementing appropriations of
departments and agencies in order to provide such agen-
cies with spending authority necessary to replace antic-
ipated revenue denied such agencies and departments as a
result of federal audit disallowances which reduce
available grant awards. Prior to making a transfer pur-
suant to this appropriation, the director of the budget
shall have received definitive notice of a disallowance
from an authorized agency of the federal government. The
director of the budget shall file copies of such notifi-
cation with the chairmen of the senate finance committee
and the assembly ways and means committee. The director
of the budget shall notify the chairmen of the senate
finance committee and the assembly ways and means com-
mittee of his intention to make such transfer

RESERVE FOR FEDERAL CASH FLOW SHORTFALLS

Notwithstanding the provisions of section fifty-three of the state finance law or any other law to the contrary, the sum of fifteen million dollars ($15,000,000), or so much thereof as may be necessary, is hereby appropriated for transfer by the director of the budget to the general fund in order to provide for general fund supplementation of existing federally supported programs where cash flow shortfalls threaten program integrity. Prior to making a transfer pursuant to the appropriation, the director of the budget shall have received notification from the state comptroller of a cash flow shortfall in a federal special revenue fund where delays or other interruptions in the flow of federal funds threaten to interrupt ongoing authorized programs. The notification from the state comptroller shall also indicate the name of the federal fund and account which is experiencing such cash flow shortfall and such other information as the director of the budget shall determine to be necessary to substantiate the need for such transfer. Copies of such notification shall also be filed by the state comptroller with the chairman of the senate finance committee and the chairman of the assembly ways and means committee. The director of the budget shall notify the chairman of the senate finance committee and the chairman of the assembly ways and means committee, as soon as practical after receipt of the notification from the state comptroller, of his intention to make such transfer and the reasons therefor

The moneys hereby appropriated shall be apportioned by
the director of the budget provided, however, that no
expenditure shall

cate of approval has been issued by the director of
the budget and a copy of such certificate filed with
the state comptroller, the chairman of the senate
finance committee and the chairman of the assembly
ways and means committee. The director of the council
on children and families in consultation with the com-
missioners of SED and OMRDD shall submit a progress
report to the legislature no later than January 1,
1986 with respect to the residential school bed
development program and provisions relating to such
program as contained herein and in chapter 54 of the
laws of 1985.

STATE HEALTH SERVICES CORPS

MAINTENANCE UNDISTRIBUTED

For services and expenses related to the establishment of a State Health Services Corps to address allied health personnel shortages in the State's institutions pursuant to a chapter of the laws of nineteen hundred eightyfive.

The moneys herein appropriated are to be made available within the amounts appropriated for services and expenses including awards for educational study limited to allied health professions.

No moneys shall be available for expenditure from this appropriation until a certificate of approval has been issued by the director of the budget and a copy of such certificate filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee

Notwithstanding any other law to the contrary, from
moneys received by the state on or after April first
nineteen hundred eighty-five
eighty-five pursuant to article 35,
section 837, subdivision 8-a of the executive law and
amendments thereto, section 1809 of the vehicle and
traffic law and section 60.35 of the penal law, and
other fees or moneys collected by the division of crimi-
nal justice services.

The comptroller is hereby authorized and directed to loan
money by transfer to the miscellaneous special revenue
fund from the general fund or any other fund, which
loans shall be limited to the amounts immediately
required to meet disbursements, made in pursuance of an
appropriation by law and authorized by a certificate of
approval issued by the director of the budget with
copies thereof filed with the comptroller and the chair-
men of the senate finance committee and the assembly
ways and means committee. The director of the budget
shall not issue such a certificate unless he shall have
determined that the amounts to be so transferred are
receivable on account or are otherwise readily available
for payment. When making loans, the comptroller shall
establish appropriate accounts and, if the loan is not
repaid by the end of the month, provide on or before the
fifteenth day of the following month to the director of
the budget and the chairmen of the senate finance com-
mittee and the assembly ways and means committee an ac-
curate accounting and reporting of the financial
resources of each fund at the end of such month. Within
ten days of the receipt of such accounting and report-
ing, the director of the budget shall provide to the
chairmen of the senate finance committee and the assem-
bly ways and means committee an expected schedule of
repayment by fund and by source for each outstanding
loan. Repayment shall be made by transfer of the first
cash receipts of this fund.
Notwithstanding any other provision of law, the director
of the budget is hereby authorized to transfer to other
state departments and agencies and to advance local as-
sistance projects, such amounts as he may deem necessary
to provide for program requirements.
