RELATIVE TO FOOD CONSERVATION.

Whereas, We are informed by the Food Administration that every ounce of wheat flour that we can possibly spare is urgently needed for the use of our army, navy and allies and, though sacrifices have already been made by the people, yet, unless further curtailment is made by them, there will not be sufficient flour to feed our men adequately until the next harvest; and whereas the hardship of going without wheat bread will only be for a short time, as this year's harvest promises to be the largest in history and it will be a very small sacrifice for the people to make when we remember that this bread is vitally needed by our soldiers who are willing to give even their lives for our protection,

Be It Resolved by the Senate of the State of Louisiana. the House of Representatives concurring, That it is the sense of this body that the people of this Commonwealth are patriotic enough to voluntarily abstain from the use of anything that is absolutely essential to the maintenance of our soldiers and that we, therefore, urgently request the citizens of the State of Louisiana, after the present stock now in the hands of retailers and consumers is exhausted, to use no more wheat flour until the harvest furnishes a new supply.

Be It Further Resolved, That a copy of this resolution be forwarded to the State and National Food Administrators, the Governor of our State and the President of the United States.

By Mr. Hamley.

Making an appropriation to defray the expenses of the General Assembly of the State of Louisiana, to pay the mileage and per diem of the members, the salaries of officers and employees; and other expenses thereof for the regular session commencing May 13th, 1918.

Dollars, ($81,000) or so much thereof as might be necessary, is hereby appropriated to pay the mileage and per diem of the members of the General Assembly of the State of Louisiana, the salaries of officers and other employees, and other expenses thereof for the regular sessien commencing May 13th, 1918, and to be obtained and disbursed as hereinafter provided.

Section 2. Be it further enacted, etc., That of the sum so sentatives, $55,000. appropriated Fifty-Five Thousand Dollars ($55,000.00) is hereby set apart for the use of the House of Representatives, and Senate, $26,000. Twenty-six Thousand Dollars ($26,000.00) for the Senate; that the Chairman of the Disbursing Committee of the two houses shall, in disbursement of the sums herein appropriated, issue vouchers in favor of the persons entitled to be paid out of the sum and to take a receipt therefor, which vouchers shall be approved and signed by the presiding officers of the respective houses; and on presentation of such vouchers the Auditor of Public Accounts shall warrant on the Treasurer for the amount of such vouchers, respectively, in favor of the parties entitled thereto.

Section 3. Be it further enacted, etc., That the aforesaid warrants shall be paid out of the moneys in the Treasury not otherwise appropriated, and the Treasurer is hereby required to pay said warrants out of the first sums paid into the Treasury on licenses due in the year 1918, by preference over all other warrants, except warrants for the salaries of constitutional officers of the State for the year 1918, which shall be concurrent with the warrants provided for in this Act.

To Promote the development of the port system of the port of New Orleans, and the Construction, Maintenance and operation of the Navigation Canal under Act No. 244 of 1914, adopted as a Constitutional Amendment; to provide for the Co-Operation of the Board of Commissioners of the Port of New Orleans, The Board of Levee Commissioners of Orleans Levee District, The City of New Orleans, The Public Belt Railroad thereof, and other corporations, in the construction of works rendered necessary by said canal and other improvements and works of said Port; and to authorize said bodies to contract with reference thereto.
