REPORT OF CORPORATION COUNSEL.

Charleston, S. C., December 31, 1907.

To the Honorable the Mayor and Aldermen

of the City of Charleston, S. C.

Gentlemen:

I have the honor to submit my Report as Corporation Counsel for the year ending December 31, 1907.

At various times throughout the year, I have been consulted by the Mayor and by Members of the Board of Aldermen, by the heads of the various departments of the City, and have given advice on various matters preparing at their request various ordinances and reports.

LITIGATION.

The following matters have been in litigation or contested and have had my attention for the past year :New York Life Insurance Company, in the matter of City taxes.

J. C. W. Claussen, in the matter of collection of City

taxes.

MONEY LENDERS.

Empire Banking Company vs. City Council of Charleston. Proceedings were instituted for an Injunction to restrain the City from collecting license of $1,000, on the ground that Plaintiff was a Bank and not a Money Lender, and therefore liable only for license to do business as a Bank. An Order of Reference was taken in this case to take testimony on this point. References were had before the Master, and the case is now in the hands of the Court.

Swinton B. Tucker vs. City Council of Charleston.

These proceedings were brought by Plaintiff in his own. right, and on behalf of others similarly situated praying for an Injunction. A Temporary Injunction was obtained before Judge Watts, in which a bond for $250 was re
