FRED NIXON, Speaker of the Assembly: Dear Sir:-In accordance with chapter 415 of the Laws of 1897, I herewith transmit the sixteenth annual report of the Bureau of Labor Statistics, which you are respectfully requested to present to the Legislature. The present report, though presented to the Legislature subsequent to his resignation from the position of Commissioner of Labor Statistics to take up the duties of Secretary of State, is rightly to be credited to the Hon.
