"The Commission's attention is invited to the information presented in the recommendation for transfer of flag of the Mosoil which shows that the Commission rejected a bid of $253,000 from a noncitizen and accepted a bid of an American citizen in the amount of $137,250, a difference of $115,750. It is to be presumed that the acceptance of the lower bid was at least in part with the objective of keep ing this vessel under American registry. If this is correct, it would appear tha the Commission should receive some additional consideration in return for ap proval of transfer of registry as requested. "CHARLES D. MARSHALL, After discussion, the Commission, by the "yea" vote of Chairman Smith and Commissioner Carson, Commissioner Coddaire voting "nay," noted the fore going memorandum dated January 24, 1949, from the general manager, and ap proved the recommendations contained in the foregoing memorandum dated January 7, 1949, from the Chief, Bureau of Government Aids, conditioned upor the payment of an additional consideration for the transfer of the tanker Mosoi to Panamanian registry and flag without change in ownership. The general manager was authorized, with the concurrence of the General Counsel, to approve the amount of additional consideration. After further discussion, the Commission, by the "yea" vote of Chairman Smith and Commissioner Carson, Commissioner Coddaire voting "nay," adopted the resolution as above set forth with the addition of the following paragraph before the final paragraph: "3. That the owner shall agree to pay to the Commission an additional sum of money to be determined by the general manager as a consideration for the approval herein granted;" The proper officers of the Commission were authorized and directed to take any and all actions necessary and proper to carry the action of the Commission as above set forth fully into effect.
