General FLEMING. I have one comment which I want to make.

Mr. RABAUT. General, we will be glad to hear your comment. General FLEMING. Due to a very favorable bid we received down there we have a saving of $900,000. Our budget request was $1,250,000 which we are reducing to $355,000.

The next item, Corpus Christi to Viola, $600,000. We will insert pages 81(b) through 81 (g) of the justifications.

LOCATION: The Channel to Viola, a component of the Port Aransas-Corpus Christi Waterway, Texas, provides a deep-draft channel extending 2.2 miles from the Tule Lake turning basin to a turning basin adjacent to the Suntide Refinery plant at Viola, Texas.

AUTHORIZATION: 1958 River and Harbor Act.

PHASE I

JUSTIFICATION: The modification (Phase I) provides for movement of waterborne commerce of the Suntide Refinery at Viola, Texas. The prospective commerce would include 3,700,000 tons of petroleum and petroleum products that would move outbound in seagoing tankers and 900,000 tons of crude petroleum that would move inbound in barges. The benefits derived from the project would be the saving in cost of moving the prospective commerce from the Suntide plant by pipeline to the Viola Turning Basin and thence by tanker to Tule Lake Basin compared with the cost of moving the prospective commerce by pipeline from the Suntide plant to Tule Lake Turning Basin.

FISCAL YEAR 1962: The requested amount of $600,000 will be used on the modification (to 36' depth only,
Phase I) as follows:

Work completed consists of a north jetty 9,240 feet long, and a south Jetty 7,385 feet long at Aransas Pass; a 20,991-foot long stone dike on St. Joseph Island; Inner Basin at Harbor Island 30 feet deep, 650 feet wide by 1,000 feet long; a 12-foot channel from the Inner Basin to the town of Port Aransas; 34-foot channel from Port Aransas (Gulf of Mexico) to Tule Lake; an anchorage basin 12 feet deep, 300 to 500 feet wide at Turtle Cove; 32' x 150' and subsequently a 36' x 200' channel from the main channel near Port Ingleside to La Quinta, Texas. The cost of this completed work is $9,258,400.

In addition to the branch channel 32' x 150' extending northerly from the main channel to near La Quinta, which was completed in FY 1958, the River and Harbor Act of 1954 also authorized a westerly wye connection in Corpus Christi Bay. No work has been accomplished on the westerly wye connection, which is estimated to cost $375,600 (Corps of Engineers).
