General MACDONNELL. Mr. Chairman, I would like to say, I think we can complete this job for $430,000 less than the budget request. I recommend that the budget request be reduced from $1,211,000 to $781,000.

LOCATION: Noyo River and Harbor is located on the coast of California approximately 140 miles northwest of
San Francisco.

Breakwater: Rubblemound breakwater extending northwesterly about 1,100 feet from the south headland.

JUSTIFICATION:

Noyo Harbor is one of the most important fishing centers on the Northern California coast.
It is the only improved harbor between Bodega Bay, 87 miles to the south, and Humboldt Bay, 87 miles to

Two hundred fishing boats are permanently based at Noyo Harbor and approximately 500 use the

mile long.

harbor during salmon trolling seasons. The commercial fish catch during calendar year 1959 exceeded 4,300
tons. Noyo Harbor is the permanent base of a U. S. Coast Guard cutter. Coast Guard distress calls have in-
creased from 29 during FY 1956 to 63 during FY 1959. During storm periods the entrance to the harbor chan-
nel is extremely hazardous and, at times, impassable due to heavy seas that sweep across Noyo Cove and through
the river channel. Nine lives have been lost in the vicinity of the harbor since 1943. Construction of the
breakwater will reduce the danger of loss of life, prevent losses in fishing time, reduce damage to boats and
gear, relieve congestion in the existing harbor by providing additional protected area, and provide a major
unit in a needed chain of harbors of refuge along the California coast. Average annual benefits are estimated
at $150,000.

FISCAL YEAR 1962: The requested amount of $300,000 will be applied to:

The requested amount will permit initiation of construction on an orderly and economical schedule and completion of the breakwater in two construction seasons.

COMPLETED MODIFICATIONS NOYO RIVER AND HARBOR

Completed work consists of the following items, all authorized by the 1930 River and Harbor Act:

The River and Harbor Act of 1960 provides authorization for construction of a mooring basin of about 8.5 acres, 10 feet deep, on the south bank of Noyo River, and extension of the presently maintained channel about 400 feet upstream to the mooring basin. Work has not been initiated on this modification, which is estimated to cost $446,000.

Local interests are required by the authorizing legislation to provide necessary rightsof-way and easements for the construction and maintenance of the breakwater, including access thereto, a suitable royalty-free quarry in the locality; and give assurances satisfactory to the Secretary of the Army that they will provide suitable public facilities and arrangements for the loading and unloading of vessels in Noyo Harbor. The cost to local interests for non-self liquidating items is currently estimated at $59,000. Estimated annual maintenance cost is $700.

Local interests also have incurred costs of approximately $11,000 in complying with the requirements of local cooperation for previous work accomplished on the project.

STATUS OF LOCAL COOPERATION: The Noyo Harbor Commission, established in 1950 to regulate the use and de-
velopment of the harbor, is legally constituted to comply with the requirements of local cooperation for
construction of the breakwater and has indicated willingness to meet the necessary conditions. Local in-
terests have complied with all requirements for local cooperation on prior modifications.

COMPARISON OF FEDERAL (CORPS OF ENGINEERS) COST ESTIMATE: The current Federal (Corps of Engineers) cost
estimate of $2,580,000 is an increase of $190,000 over the latest estimate ($2,390,000) submitted to
Congress. The increase is due to higher price levels and reanalysis of requirements for Engineering and
Design and Supervision and Administration.
