Mr. RABAUT. The justifications indicate that there has been some delay on the part of the sponsor in expressing willingness to provide the required local cooperation. What is the present status in this case? General MACDONNELL. We have them, sir. The three counties of Weber, Morgan, and Davis have formally expressed their willingness to provide assurances, and the water conservation district has also agreed to provide assurances. SALINAS RIVER, CALIF. Mr. RABAUT. Insert page 49 of the justifications on the restudy of the Salinas River project. (The page follows:) Salinas River, Calif. Total estimated cost of restudy. Tentative allocation, fiscal year 1962 Additional to complete restudy after fiscal year 1962__ $5,000 5,000 0 The project authorized by the 1946 Flood Control Act provides for channel training and bank protection works and other improvements on the Salinas River between its mouth and river mile 93 between San Ardo and Bradley and on Arroyo Seco for about 1 mile above its confluence with the Salinas River. The project was placed in the "Deferred for Restudy" category in 1954 due to a major increase in cost since the time of authorization and due to the lack of assurances of local cooperation. Since that time the Monterey County Flood Control and Water Conservation District has completed a dam on the Nacimiento River and is contemplating the construction of a dam on the San Antonio River. Local interests have requested a reevaluation of the project under present conditions to determine whether reclassification of the project to an active status is warranted. This reevaluation would consider the effect of the local development on project economics, the adequacy of the proposed works, a review of project costs, and a determination of the degree and extent to which local interests are willing to participate.
