EXPLANATION OF THE FOREGOING ESTIMATES.

15. $2,502 72 is estimated for the reason of unexpended balance of $497 28, which will exist on the 30th June, 1868, caused by there being no surveyor general appointed and qualified
from July 1 to December 1, 1866, and by non-payment of W. B. Thornburgh's salary as surveyor general from March 5 to May 18, 1867, whose appointment was not confirmed by the
United States Senate which adjourned on the 4th of March, 1867, the 4th section of "An act regulating the tenure of certain civil offices," approved March 2, 1867, inhibiting the pay.

10 and 29. No estimates are submitted for the reason that existing balances of former appropriations for those purposes will be more than sufficient for the service.

26, 27, 28, 31, 32, 33, 34, 35, and 36. The organic acts of Congress provide for the respective surveying districts $1,000 for incidental expenses of the surveyors general's offices. The
omount having proved insufficient, estimates have been submitted from year to year and appropriations made according to the actual necessities.
