And for the purpose of assisting in the construction of the hospital buildings, the sum of thirty thousand dollars, or so much thereof as may be necessary: Provided, That no part of the sum, herein appropriated for the construction and equipment of the hospital buildings, shall be paid until the treasurer of said hospital shall have filed with the Auditor General a certificate, under oath, setting forth that the sum of twenty thou sand dollars has been subscribed, and paid into the treasury of the hospital, for the purpose of assisting in the construction and equipment of said hospital buildings.
