Harris, John-Convicted on February 9, 1923, in the hustings court of Richmond city of petit larceny and sentenced to six months in jail. Granted conditional pardon on May 4, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this young man having served four months of his time and made a good prisoner.

Harrison, Bailey-Convicted in December, 1922, in the circuit court of Norfolk county of having ardent spirits in his possession and sentenced to five months in jail and a fine of $50. Granted conditional pardon as to remainder of jail sentence on January 13, 1923, upon payment of fine, upon the recommendation of the judge, Commonwealth's attorney and State Prohibition Director.

Harrison, James-Convicted in May, 1905, in the circuit court of Prince George county on two indictments of burglary and arson and sentenced to twenty-five years in the penitentiary. Granted conditional pardon on December 20, 1923, upon the recommendation of the Superintendent of the Penitentiary and the trial judge, this man's time being due to expire on April 6, 1924, and having kept a clean record for the last eight years and having served over eighteen and one-half years flat time.

Hatcher, Harrison-Convicted in October, 1921, in the circuit court of Mecklenburg county on two indictments of house breaking and sentenced to three years in the penitentiary. Conditional pardon granted on April 16, 1923, upon the recommendation of the judge and Commonwealth's attorney, and in view of the excellent prison record of this man who has served half his time.

Hatton, A. M.-Convicted in July, 1918, in the corporation court of Norfolk city of attempted rape and sentenced to eight years in the penitentiary. Granted conditional pardon on April 19, 1922, upon the recommendation of the judge, Commonwealth's attorney and seven of the jurors (being all that are accessible), prisoner having served over half his time with a clear record.

Hembrook, Percy-Convicted on November 10, 1922, in the hustings court of Petersburg of selling ardent spirits and sentenced to six months in jail and a fine of $50. Granted conditional pardon as to remainder of jail sentence on February 10, 1923, upon the application of the trial judge and certificate of the jail physician that this prisoner has been confined to bed since December 28, 1922, has had the lagrippe, that he is still running a temperature and that he is afraid of tuberculosis following the grippe and is of opinion that further confinement will shorten prisoner's life, and upon the recommendation of the Prohibition Director, this man having served all of his time with the exception of about thirty days.

Hinson, H. D.-Convicted in June, 1916, in the hustings court of Petersburg of murder and sentenced to twelve years in the penitentiary. Granted conditional pardon on July 11, 1922, upon the recommendation of the trial judge and Commonwealth's attorney, this prisoner having served over half his time with a clear record.

Hobbs, Daniel-Convicted in February, 1914, in the circuit court of Greensville county on three indictments of house breaking and sentenced to ten years in the penitentiary, plus two years for escapes, and who was conditionally pardoned June 18, 1921, and returned August 23, 1921 for violating his pardon. Granted conditional pardon on October 8, 1923, upon the further condition that his half-brother, Raymond Devoll, take him at his own expense to Detroit, Michigan, put him to work and look after him, and that the said Daniel Hobbs is not to return to Virginia for a period of five years from date or this conditional pardon will be revoked.

Hockman, George-Convicted in October, 1920, in the circuit court of Prince William county of second degree murder and sentenced to five years in the penitentiary. Granted conditional pardon on April 6, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, the prisoner having served over half his time and made an excellent prisoner.

Hodge, Con-Convicted on November 14, 1923, in the circuit court of Pulaski county of assault and battery and sentenced to six months in jail, fine of $250 and costs. Granted conditional pardon as to remainder of jail sentence on December 6, 1923, upon the recommendation of the man assaulted, trial judge, Commonwealth's attorney and assistant Commonwealth's attorney, this man having paid fine and costs amounting to $332.54.

Holland, Diggs-Convicted in May, 1912, in the circuit court of Nansemond county of horse stealing and sentenced to three years, and convicted in October, 1913, in the circuit court of Brunswick county of attempted rape (crime being committed while serving in the convict camp), and sentenced to eighteen years. Granted conditional pardon on February 14, 1923, upon the recommendation of the trial judges and Commonwealth's attorneys, on account of his youth at the time of the crimes and there seeming to be some doubt as to his guilt in the rape case, and on account of his splendid prison record for over half his time.

Holloman, Ernest-Convicted on October 12, 1922, in the police court of Newport News of purchasing liquor and carrying a pistol and sentenced to six months in jail and a fine of $100. Granted conditional pardon as to remainder of jail sentence on January 13, 1923, upon payment of fine and costs, upon the recommendation of the trial justice, Commonwealth's attorney and Prohibition Director, this man having served half his time.

Holmes, Humphrey-Convicted in April, 1922, in the circuit court of Goochland county of malicious shooting and sentenced to four years in the penitentiary. Granted conditional pardon on May 21, 1923, upon the recommendation of the judge and Commonwealth's attorney who state that in their opinion the time given was excessive for the offense committed and they feel the time served has been ample to accomplish the purposes of the law, and in view of his splendid prison record.

Horton, I. E.-Convicted in January, 1921, in the circuit court of Scott county of maiming and sentenced to three years in the penitentiary. Granted conditional pardon on October 11, 1922, upon the recommendation of the trial judge and Commonwealth's attorney, the prisoner having served half his time with a good record.

Houston, William-Convicted in October, 1922, in the corporation court of Lynchburg on two indictments of forgery and sentenced to four years in the penitentiary. Granted conditional pardon on October 16, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this man having served half his time and made an excellent prisoner.

Howard, Abner-Convicted in September, 1918, in the corporation court of Roanoke city of second degree murder and sentenced to eighteen years in the penitentiary. Granted conditional pardon on November 28, 1923, upon the recommendation of the trial judge and prosecuting attorney, who state they believe the ends of justice have been met by the time already served, and in view of the superintendent and psychologist at the penitentiary, this man always having borne a good reputation before getting into this trouble and having served over five years with a good prison record.

Howard, Charles-Convicted in July, 1921, in the corporation court of Norfolk of grand larceny and sentenced to two years in the penitentiary. Granted conditional pardon on April 9, 1923, upon the further condition that the prisoner report once each month from this date to July 1, 1924, to Dr. Henry H. Kratzig, Probation Officer, Norfolk, or his successor, upon the recommendation of the trial judge, Commonwealth's attorney and probation officer of Norfolk, this man having served over half his time with a good record.

Howard, E. C.-Convicted in November, 1921, in the corporation court of Norfolk city of attempt to commit rape and sentenced to three years in the penitentiary. Granted conditional pardon on February 27, 1923, upon the further condition that the prisoner make his home with Rev. George W. Crabtree of Catlett, Virginia, upon the recommendation of the surgeon and Superintendent of the Penitentiary, the trial judge and prosecuting attorney, on account of this man's physical condition, and the surgeon being of the opinion that further confinement will shorten his life.

Howell, Larkin-Convicted in December, 1922, in the circuit court of Patrick county of malicious shooting and sentenced to one and one-half years in the penitentiary. Granted conditional pardon on June 22, 1923, upon the recommendation of the trial judge, Commonwealth's attorney, every member of the jury and many substantial citizens of the county, this man having served over six months of his time with a clear record.

Howell, Richard-Convicted in May, 1914, in the circuit court of Surry county of rape and sentenced to twenty years in the penitentiary. Granted conditional pardon on April 4, 1923, upon the recommendation of the trial judge and prosecuting attorney and on account of his splendid prison record for nearly nine years, and on account of his youth when convicted.

Howerton, Thomas-Convicted in May, 1922, in the circuit court of Pittsylvania county of second violation of the prohibition law and sentenced to five years in the penitentiary. Granted conditional pardon on July 24, 1923, upon the recommendation of the trial judge, Commonwealth's attorney and State Prohibition Director, and in order to carry out certain promises made by the trial officials to the prisoner at the time of the trial.

Hubbard, Ulysses-Convicted in February, 1920, in the circuit court

of Halifax county of larceny from the person and sentenced to five years in the penitentiary. Granted conditional pardon on November 2, 1922, upon the recommendation of the trial judge and Commonwealth's attorney and in view of the excellent prison record of this man for over half his time.

Hubbard, Willy-Convicted on January 6, 1922, in the circuit court of Henrico county of having a still in his possession and sentenced to six months in jail and a fine of $50. Granted conditional pardon as to remainder of jail sentence on April 19, 1922, upon payment of fine, upon the recommendation of the judge, Commonwealth's attorney, Prohibition Director, Secretary of the State Board of Charities and Corrections, prisoner having served over half his time and in view of the fact that the other two men implicated in the same matter only received thirty and sixty days, and the further fact of the condition of his wife and family.

Huffman, Glenwood B.-Convicted in September, 1923, in the circuit court of Craig county of unlawfully driving an automobile while under the influence of intoxicating liquor, and unlawfully disturbing the peace and quiet of the town by drunkenness, etc., and sentenced to ninety days in jail and costs, plus thirty days in jail and costs. Granted conditional pardon as to residue of jail sentence on November 30, 1923, upon payment of costs, this conditional pardon to in no way affect the revocation of this man's right to drive an automobile, upon the recommendation of the trial judge, Commonwealth's attorney, jail physician, and jailor, on account of the prisoner's health, which the jail physician says will be seriously injured by further confinement, and on account of his giving information to the jailor in regard to escape of several other prisoners.

Hulin, Samuel-Convicted in January, 1916, in hustings court part two of Richmond city on two indictments of malicious shooting and sentenced to twenty years in the penitentiary. Conditional pardon granted on October 11, 1922, upon the recommendation of the trial judge who at the time of sentence stated that after the service of five years he would ask for pardon, and upon the endorsement of the Commonwealth's attorney, the chief of police and the officer who was shot, prisoner having served over six and one-half years with a good record.

Hundley, Belt-Convicted in November, 1922, in the circuit court of Pittsylvania county of transporting ardent spirits and sentenced to one month in jail and a fine of $50. Granted conditional pardon as to jail sentence on January 13, 1923, upon the payment of fine and costs, and upon the further condition that he enter into a bond in the sum of $500 conditioned upon his strict observance of the prohibition law for the period of one year, upon the recommendation of the trial judge, Commonwealth's attorney, Prohibition Director and many reliable citizens.

Hurt, Chandler-Convicted in July, 1916, in the hustings court of Petersburg of highway robbery and sentenced to twelve years in the penitentiary. Granted conditional pardon on May 2, 1923, upon the recommendation of the trial judge and prosecuting attorney, this man having served over half his time with a splendid record.

Irvin, Spencer-Convicted in November, 1911, in the circuit court of

Pittsylvania county of robbery and sentenced to eighteen years in the penitentiary, plus one year for escaping. Granted conditional pardon on December 30, 1922, upon the recommendation of the trial judge, the Commonwealth's attorney not being living, this man having served eleven years and made a very good prisoner.

Israel, James-Convicted in April, 1922, in the circuit court of Roanoke county of forgery and sentenced to two years in the penitentiary. Granted conditional pardon on May 2, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this man having served over half his time with an excellent record.

Jackson, Frank alias James Willis-Convicted in June, 1900, in the Goochland circuit court of rape and sentenced to eighteen years in the penitentiary, convicted in October, 1909, in the circuit court of Amherst county of horse stealing and sentenced to ten years in the penitentiary, plus one year for escape. Granted conditional pardon on December 7, 1923 upon the recommendation of the trial judge and Commonwealth's attorney, this man having served fourteen years without a mark against his record.

Jackson, Harry-Convicted on January 18, 1923, in the corporation court of Alexandria city of selling a pint of ardent spirits and sentenced to thirty days in jail and a fine of $100. Granted conditional pardon as to jail sentence on January 31, 1923, upon payment of fine and costs, upon the recommendation of the trial judge, prosecuting attorney, State Prohibition Director, the jury who tried this man, and certificates of several reputable physicians who have examined this man and state that he has tuberculosis and that confinement in jail would be very injurious to his health.

Jackson, Jesse J.-Convicted on April 18, 1923, in the corporation court of Norfolk city of house breaking and sentenced to one year in jail. Granted conditional pardon on October 5, 1923, upon the recommendation of the trial judge, Commonwealth's attorney and public defender of Norfolk, this man having served half his time with a good prison record.

Jamerson, John-Convicted in September, 1913, in the circuit court of Campbell county of second degree murder, and sentenced to fifteen years in the penitentiary, plus one year for escaping. Granted conditional pardon on December 20, 1923, upon the recommendation of the trial judge and prosecuting attorney, this man having served over half his time with a good record except for his escape.

James, Charlie-Convicted in July, 1920, in the corporation court of Norfolk city of grand larceny and sentenced to five years in the penitentiary. Granted conditional pardon on May 4, 1923, upon the further condition that he report once each month to Dr. Henry H. Kratzig, Probation Officer of Norfolk, for the period of one year from this date, upon the recommendation of the trial judge, Commonwealth's attorney and Probation Officer of Norfolk, this man having served over half his time and made a good prisoner.
