Mastin, former Secretary of the State Board of Charities and Corrections, Mr. Frank Bane, Commissioner of the State Bureau of Public Welfare, and other reliable citizens who have personally investigated the case, prisoner having served over seven years and ten months and been a splendid prisoner, working most faithfully and keeping all the rules.

Cheatham, Charles-Convicted in January, 1916, in hustings court part two of Richmond city on two indictments of malicious shooting and sentenced to twenty years in the penitentiary. Granted conditional pardon on October 11, 1922, upon the recommendation of the trial judge who at the time of the sentence stated that after the service of five years he would ask for pardon, and upon the endorsement of the Commonwealth's attorney, chief of police, and the officer who was shot, the prisoner having served over six and one-half years with a good record.

Cheatham, Eugene-Convicted in January, 1916, in hustings court part two of Richmond city on two indictments of malicious shooting and sentenced to twenty years in the penitentiary. Christian, Frank-Convicted on April 21, 1922, in the hustings court of Richmond city of storing liquor and sentenced to thirty days in jail and a fine of $50. Granted conditional pardon on April 22, 1923, upon the recommendation of the trial judge, Commonwealth's attorney and prohibition commissioner; conditioned upon the payment of fine and costs.

Chumley Fred-Convicted on March 22, 1923, in justice's court of Pittsylvania county of a misdemeanor and sentenced to twelve months on the roads and costs of $84.68. Conditional pardon granted on October 16, 1923, upon the recommendation of the trial justice, judge of the county, and many reliable citizens, this young man having served half his time and made a good prisoner, and having paid his fine and costs.

Clark, A. L.-Convicted in March, 1923, in corporation court number two of Norfolk city of grand larceny and sentenced to one year in the penitentiary. Granted conditional pardon October 12, 1923, in view of the recommendation of the trial judge, prosecuting attorney and public defender of the city of Norfolk, this man having served half his time and made a good prisoner.

Clark, D. R.-Convicted in May, 1921, in the circuit court of Chesterfield county of breaking and entering a car and sentenced to two years in the penitentiary. Conditional pardon granted on August 17, 1923, upon the further condition that he report at least once a month to and be under the supervision of Mr. Frank Bane, Commissioner State Board of Public Welfare, for the period of two years from this date, upon the recommendation of the trial judge, prosecuting attorney, State senator from his district, Commonwealth's attorney for Henrico and Richmond city, numerous ministers and other reliable citizens, this man having for the last two years

been working hard and conducting himself in an upright, honorable way.

Clark, J. F.-Convicted in March, 1921, in the circuit court of Augusta county of bigamy and sentenced to three years in the penitentiary. Conditional pardon granted September 23, 1922, upon the recommendation of the trial judge, Commonwealth's attorney and director of the industrial department at the penitentiary, the prisoner having served over half his time with a good prison record.

Clark, John J.-Convicted in March, 1923, in the circuit court of Hanover county of having a still in his possession and sentenced to thirty days in jail and a fine of $50. Granted conditional pardon as to jail sentence upon payment of fine and costs on April 28, 1923, upon the recommendation of the trial judge, Commonwealth's attorney and State Prohibition Director. Clay, George A.-Convicted in March, 1922, in the circuit court of Halifax county of the larceny of whiskey and sentenced to three years in the penitentiary. Granted conditional pardon on October 5, 1923, upon the recommendation of the trial judge, Commonwealth's attorney and many reliable citizens, this young man having served half his time and made an excellent prisoner.

Colden, Will-Convicted in December, 1921, in the hustings court of Portsmouth city of maiming and sentenced to three years in the penitentiary. Granted conditional pardon on July 28, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this man having served half his time with a good record.

Condrey, J. F.-Convicted in January, 1921, in the circuit court of Henrico county of attempted rape and sentenced to five years in the penitentiary. Granted conditional pardon on July 27, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, joined in by the family of Dr. Robert C. Bryan, for whom the girl works, the prisoner having served over half his time with a clear record.

Connors, John H.-Convicted in December, 1922, in the corporation court number two of Norfolk city of second violation of the prohibition law and sentenced to six months in jail. Conditional pardon granted on April 6, 1923, upon the further condition that the prisoner report once each month for a period of one year from this date to Dr. Henry H. Kratzig, probation officer of Norfolk, or his successor, upon the recommendation of the trial judge and Commonwealth's attorney, State Prohibition Director stating that he has no objection, and owing to the possible peculiar conditions in this case, and also to the fact that this man has tuberculosis, the jail physician having stated that confinement in jail would be both injurious to himself and other prisoners.

Constant, Frank-Convicted in October, 1921, in the corporation court of Norfolk city of grand larceny and sentenced to one year in the penitentiary. Granted conditional pardon on April 27, 1922, upon the recommendation of the trial judge, Commonwealth's attorney and all of the jurors.

Cooke, Aubrey-Convicted in May, 1921, in the corporation court of Newport News city of house breaking and sentenced to five years in the

penitentiary. Granted conditional pardon on November 28, 1923, upon the further condition that he is to be under the supervision of and report to T. J. Chewning, probation officer, Newport News, at least twice a month until May, 1926, upon the recommendation of the trial judge, Commonwealth's attorney, probation officer, and Newport News Chapter of the Red Cross, this man having served about a year and a half of his time and made an excellent prisoner and having a good reputation prior to his conviction, that he has a mother who is unable to work sufficient to look after herself and two children.

Cooper, William-Convicted in January, 1922, in the circuit court of Henry county of bigamy and sentenced to three years in the penitentiary. Granted conditional pardon on August 31, 1923, this man having served half of his time with a splendid record, the trial judge and Commonwealth's attorney making no objection.

Courtney, Lewis-Convicted in July, 1919, in the hustings court of Richmond city of two indictments of house breaking and sentenced to five years in the penitentiary. Granted conditional pardon on October 5, 1922, this prisoner having served all but about twenty days of his sentence and on account of his excellent record in camp, where he has been a trusty, and his work at the mansion and in the Capitol square.

Craft, Mary A.-Convicted in May, 1922, in the circuit court of Halifax county of violation of the prohibition law and sentenced to one month in jail and a fine of $50. Granted conditional pardon on October 2, 1922, as to jail sentence upon payment of fine and costs and upon the further condition that she be required to give bond in the sum of $500 that she will not again violate the prohibition laws, upon the statement of the trial judge that evidence was conflicting and had he the authority he would have suspended sentence, the recommendation of the prosecuting attorney, and many representative people in the neighborhod.

Creasey, Buford-Convicted in October, 1921, in the circuit court of Bedford county of violation of the prohibition law and sentenced to four months in jail and a fine of $250. Granted conditional pardon on December 12, 1922, as to remainder of jail sentence upon payment of fine and costs, upon the recommendation of the trial judge, prosecuting attorney, the prohibition director and Attorney-General of Virginia, this man having served half his time.

Critzer, Tobe-Convicted in January, 1922, in the corporation court of Charlottesville city of grand larceny and sentenced to three years in the penitentiary. Granted conditional pardon on November 21, 1923, upon the further condition that he is not to return to Charlottesville or Albemarle county before January 1, 1925, upon the recommendation of the trial judge and Commonwealth's attorney.

Cromer, Edward-Convicted in July, 1919, in the circuit court of Montgomery county of rape and sentenced to five years in the penitentiary. Granted conditional pardon on May 26, 1922, upon the recommendation of the trial judge, Commonwealth's attorney, clerk of court, mayor of Christiansburg, jailer and deputy sheriff of Montgomery county, the prisoner

having served over half his time with a good record, and in view of the condition of his wife and children.

Crow, Bert C.-Convicted in September, 1921, in the corporation court of Roanoke city of robbery from the person by violence and sentenced to five years in the penitentiary. Granted conditional pardon on December 5, 1922, upon the recommendation of the judge and Commonwealth's attorney, they being of opinion that the sentence in this case was severe, the prisoner having served over a year with a good record.

Crowder, Willie-Convicted in June, 1921, in the corporation court of Petersburg on two indictments of house breaking and sentenced to four years in the penitentiary. Granted conditional pardon on July 25, 1923, upon the recommendation of the trial judge and Commonwealth's attorney. Cunningham, William E.-Convicted in July, 1922, in the corporation court of Danville of malicious wounding and sentenced to four years in the penitentiary. Granted conditional pardon on November 28, 1923, upon the recommendation of the trial judge, the Commonwealth's attorney leaving it to my good judgment, nine of the jurors, this man having served about twenty and one-half months including jail sentence and made a splendid prisoner, conditional pardon being recommended also by the mayor of Danville, city sergeant, clerk and deputy clerk of the corporation court, exmember of legislature and now Commonwealth's attorney of Pittsylvania county, secretary of the Chamber of Commerce and many other reliable citizens.

Christian, Anthony-Convicted May, 1923, in the circuit court of Tazewell county of voluntary manslaughter and sentenced to two and onequarter years in the penitentiary. Granted conditional pardon December 22, 1923, upon the recommendation of the trial judge, prosecuting attorney, trial justice, senator, senator-elect, former State senator, county treasurer, clerk of court, sheriff, Commonwealth's attorney-elect, and scores of reputable citizens, this man having an unusually good prison record.

Coleman, Pearly-Convicted November, 1917, in the hustings court of the city of Petersburg of murder and sentenced to twelve years in the penitentiary. Granted conditional pardon on December 20, 1923, upon the recommendation of the trial judge and prosecuting attorney, this man having served over half his time and been a model prisoner.

Collins, Elijah-Convicted July, 1916, in the hustings court of the city of Petersburg of highway robbery and sentenced to twelve years in the penitentiary. Granted conditional pardon December 20, 1923, upon the recommendation of the trial judge and prosecuting attorney, this man having served about seven and one-half years with a pretty good record.

Davis, Boulden-Convicted in October, 1916, in the circuit court of Mecklenburg county of destroying dwelling with explosives and sentenced to fifteen years in the penitentiary. Granted conditional pardon on December 12, 1922, upon the recommendation of the judge, Commonwealth's attorney and jury, this man having been convicted entirely on circumstantial evidence and having served over six years and made a good prisoner.

Davis, Eddie-Convicted in October, 1920, in the circuit court of

Mecklenburg county of house breaking and sentenced to five years in the penitentiary. Conditional pardon granted on May 8, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this man having served half his time with a good record.

Davis, Jack W.-Convicted in November, 1921, in the hustings court of Richmond city of involuntary manslaughter and sentenced to three years in the penitentiary. Granted conditional pardon on January 15, 1923, upon the recommendation of the trial judge and Commonwealth's attorney and all the jurors and in view of the splendid record of this man as a prisoner. Davis, Sam alias Sam Davidson-Convicted in March, 1922, in the corporation court of Staunton city of forgery and sentenced to two years in the penitentiary. Conditional pardon granted on September 17, 1923, upon the recommendation of the trial judge and Commonwealth's attorney, this young man having served half his time and with one exception has made a good prisoner.

Davis, Vernon E.-Convicted March 4, 1922, in the police court of Norfolk city of attempting to rob and given six months in jail. Granted conditional pardon on June 20, 1922, upon the further condition that he leave the State of Virginia, upon the recommendation of the city sergeant and the probation officer of Norfolk, the prisoner having served over half his time.

Davis, W. L., alias George Lee Craddock-Convicted in February, 1921, in the corporation court of Roanoke city of grand larceny and sentenced to three years in the penitentiary. Granted conditional pardon on August 25, 1922, upon the further condition that the prisoner leave the State of Virginia, upon the recommendation of the trial judge and Commonwealth's attorney and two of the principal complaining witnesses, the prisoner having served over half his time with a clear record and in view of the fact that the prisoner spent about five months in jail before being sent to the penitentiary, and upon the further fact that he must be in residence on his homestead in Ontario by September first, and also in view of the fact that both he and his wife are in bad health.

Deboe, C. A.-Convicted July 19, 1922, in the circuit court of Pittsylvania county of storing ardent spirits and sentenced to three months on the roads and a fine of $250. Granted conditional pardon on January 15, 1923, upon payment of fine and costs, upon the recommendation of the trial judge, Commonwealth's attorney, prohibition director and prohibition special agent in that district.

DeHart, W. B.-Convicted in March, 1906, in the circuit court of Patrick county of first degree murder and sentenced to be hung (commuted to life imprisonment). Granted conditional pardon on November 29, 1922, upon the further condition that the prisoner make his home at the Prisoner's Home at Catlett, Virginia, during the remainder of his life, and that he do not return to Patrick county, Virginia, and that if he violates the law or these conditions his conditional pardon will be revoked, upon the recommendation of the trial judge, and prosecuting attorney, the prisoner having served almost seventeen years with a clear record and made a good prisoner.
