ervation, also to repeal sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State Highway Commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certian State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State Highway System, not in conflict with the laws of this State, and to prescribe penalties for the violation of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act, approved March 24, 1922; which was taken up, ordered to be printed and referred to the Committee on Roads and Internal Navigation.

The hour of 1:30, P. M., having arrived, being the time fixed by the joint resolution to receive the Governor of Virginia, the Senate repaired to the hall of the House of Delegates and was received by the Delegates standing.

There were ninety-four Delegates present.

MRS. FAIN offered the following resolution:

Resolved, That the Speaker appoint a committee of three, composed of two Delegates and one Senator, to notify the Governor that the joint assembly is duly organized and would be pleased to receive him and any communication he may desire to make; which was agreed to.

The Speaker appointed MR. DEFRIECE, MRS. FAIN, and SENATOR HOLT the committee.

The committee subsequently presented the Governor, who was formally received by the joint assembly.

The Governor addressed the joint assembly as follows: (The Governor's address is printed as House Document No. 2.)

Ordered that 10,000 copies of the Governor's address be printed.

On motion of MR. HURT, the joint assembly adjourned sine die.

MR. WOODSON offered the following resolution; which was agreed to:

Resolved, That when the Senate adjourn today it adjourn out of respect to the memory of the late Bland Massie, of Nelson county, and that the Clerk of the Senate notify his family of the action of the Senate.

On motion of MR. WOODSON, the Senate adjourned in honor of the memory of the late Hon. Bland Massie, in compliance with the provisions of Senate resolution this day adopted, until tomorrow at 12 M.

The Governor, through his Secretary, submitted to the President of the Senate copies of his Budget, required to be submitted by section 7 of an act approved February 19, 1918, together with the tentative bill, designated "Budget Bill," required by section 8 of said act; which tentative bill is printed as House Document No. 3.

Senator HOLMAN WILLIS being present, and having previously filed in the office of the Clerk of the Senate certificate of his election, came forward and the Clerk of the Senate administered to him the oath prescribed by law.

Be it resolved by the Senate of Virginia (the House concurring), That the Clerk of the House of Delegates be, and is hereby, required to report to the General Assembly of Virginia the number of days during the years 1921, 1922 and 1923 on which the courts of each circuit were in session, as shown by the returns of the clerks of courts to him made; which was agreed to.
