H. B. No. 109. A bill authorizing and directing the board of supervisors of Smyth county to make annual allowances, as salaries, to two deputy sheriffs in said county; was taken up, read the first time and referred to the Committee on County, City and Town Organization.

H. B. No. 110. A bill to amend and re-enact section 18 of an act entitled an act to provide a new charter for the town of Strasburg, in the county of Shenandoah, and to repeal all acts or parts of acts in conflict therewith, approved February 25, 1922; was taken up, read the first time and referred to the Committee on County, City and Town Organization.

H. B. No. 114. A bill authorizing the town of Colonial Beach, in Westmoreland county to convey to Frank D. Blackistone, upon certain conditions, a certain street within its corporate limits; was taken up, read the first time and referred to the Committee on County, City and Town Organization.

H. B. No. 115. A bill to authorize the board of supervisors of Franklin county to pay to C. P. Guilliams a sum not exceeding $500.00 to compensate him for certain losses; was taken up, read the first time and referred to the Committee on County, City and Town Organization.

H. B. No. 118. A bill to amend and re-enact all acts creating and amending the charter of the town of Waynesboro, known since consolidation with Basic City as Waynesboro, and to pro

S. B. No. 192. A bill to permit the Board of Visitors of the Virginia School for the Deaf and the Blind to sell and convey an easement or right of way for electric transmission lines, including a telephone line, over and across certain lands belonging to said school.

S. B. No. 152. A bill to provide for the holding of an election in the county of Craig, on the question of the issuance of bonds not in excess of $25,000.00, for the purpose of purchasing, constructing, improving and furnishing school buildings and for acquiring sites for school buildings in such county; to provide for the issuance and sale of said bonds in accordance with said election; and to provide for levying a tax for the purpose of paying the interest on said bonds and to create a sinking fund for the payment of the principal thereof at maturity; and

MR. DOWNING, from the Committee on Fish and Game, reported with amendment,

A bill to prohibit the taking, catching or killing of fish in the waters of the Dan river or its tributaries or any lake or pond formed thereby or the backwaters thereof, in any manner, except angling, within Pittsylvania county and the corporate limits of the city of Danville, during the spawning season, from March first to June fifteenth inclusive, and to provide penalties for the violation hereof.

S. B. No. 141. A bill to repeal sections 3355, 3357, 3358, 3359, 3360 and 3364 of the Code of Virginia, in relation to hunting and trapping game, and to repeal an act entitled an act for the protection of certain kinds of game birds and to regulate the

killing, injuring, destruction and capture of same, approved March 4, 1920, and an act entitled an act to prohibit the baiting of wild turkeys in this State for the purpose of killing or capturing same, approved February 11, 1922, and an act entitled an act to make it unlawful to destroy or disturb the nests of wild turkeys in this Commonwealth, approved March 15, 1922, and an act entitled an act to regulate the shooting of wild waterfowl in this State, approved February 11, 1922, and an act entitled an act to prohibit the sale of deer in this State, approved March 27, 1922, and to amend and re-enact section 3356 of the Code of Virginia, in relation to hunting game, and to provide a more uniform season therefor.

A bill to amend and re-enact an act entitled an act to authorize the board of supervisors of the county of Carroll to let the contract of the roads of said county, and levy a tax to keep the same in repair, as amended by an act approved February 29, 1892, and February 2, 1894, and acts amendatory thereto, respectively, January 22, 1898, March 7, 1900, as amended by an act approved March 14, 1906, and as amended by an act approved March 15, 1910, and further amended by an act approved March 24, 1920, and further amended by an act approved March 24, 1922, and the purchase of road machinery, implements, tools, etc., pay of supervisors, clerk and duties of each, prescribing penalties, etc., and to repeal all special acts in conflict herewith.

MR. WICKHAM, from the Joint Committee on Special, Private and Local Legislation, reported that the object of within bills cannot be reached by general law or court proceedings:

S. B. No. 230. A bill to enable the town of Virginia Beach, in Princess Anne county, Virginia, to contract with the city of Norfolk for an adequate water supply, authorizing said town and said city to sell water to consumers in the county of Princess Anne, and authorizing the said town to levy a special tax on real estate and personal property for a period of ten years for the purpose of raising funds to pay interest upon the cost of constructing a pipe line from Moore's bridge, in Princess Anne county, to the corporate limits of the town of Virginia Beach.

The bill was referred to the Committee on County, City and Town Organization.

S. B. No. 239. A bill to amend and re-enact section 1 of an act entitled an act to incorporate the town of Graham, in the county of Tazewell, in force January 28, 1884, as heretofore amended, so as to change the name of the said town to Bluefield, conditioned on its subsequent adoption by the voters of the said town.

The bill was referred to the Committee on County, City and Town Organization.

S. B. No. 243. A bill authorizing the city of Fredericksburg to issue bonds to redeem what are known as her high school bonds.

The bill was referred to the Committee on Public Institutions and Education.

S. B. No. 248. A bill to amend and re-enact sections 18-a, 19, 19-k, 19-n and 37 of the charter of the city of Richmond, as the same may have been heretofore amended.

The bill was referred to the Committee on County, City and Town Organization.

A message was received from the House of Delegates, by Mr. Keezell, who informed the Senate that the House of Delegates had passed the following joint resolution; in which they request the concurrence of the Senate:

Resolved by the House of Delegates (the Senate concurring), That the General Assembly meet this day in joint assembly in the hall of the House of Delegates, at 3:00, P. M., to hold memorial services in respect to the memory of former President Woodrow Wilson, and that the following rules shall govern the joint assembly:

1. At the hour fixed for the meeting of the joint assembly, the Senators, accompanied by the President and Clerk of the Senate, shall proceed to the hall of the House of Delegates, and shall be received by the Delegates standing, and appropriate seats shall be assigned them.

2. The roll of the Senate shall be called first by the Clerk of the Senate, then the roll of the House by the Clerk of the House.

3. The officers of the House shall be the officers of the joint assembly and shall be assisted by the officers of the Senate.

4. The proceedings of the joint assembly shall be certified by the Clerk of the House to the Clerk of the Senate for entry upon the Journal of the Senate.

5. When the joint assembly adjourns, the Senators shall return to their chamber, and the business of the House shall
