The subcommittee is today reconvening these hearings to consider further the role of small business in smaller cities and towns, with particular reference to the role small business can play in developing our small town and rural economies. We are most fortunate today to have a particularly distinguished panel of witnesses. The first of these is a spokesman for the National League of Cities Mr. Victor C. TESTIMONY OF VICTOR HOBDAY, EXECUTIVE DIRECTOR, MUNICIPAL TECHNICAL ADVISORY SERVICE, UNIVERSITY OF TENNESSEE, KNOXVILLE, TENN., ON BEHALF OF THE NATIONAL LEAGUE OF CITIES Mr. HOBDAY. Mr. Chairman and members of the committee, I have a prepared statement which I would like to read, and afterward I will be glad to try to answer any questions that you may have. My name is Victor Hobday, executive director of the Municipal Technical Advisory Service of the University of Tennessee. I am appearing today on behalf of the National League of Cities, representing 14,300 cities large and small throughout the Nation. Small cities compose a significant part of the National League of Cities' membership and are well represented on committees which meet annually to articulate our national municipal policy. Small cities are a major social force in our Nation. Over 50 million people live in and around communities of 50,000 or less population that are located outside our metropolitan areas. They depend upon these small cities for the ever increasing range of high quality services which we have come to expect from our local governments. |
