AN ACT

To authorize the employment, upon a permanent pay-roll, of certain employes in the various Departments of the State Government.

Whereas, The increase in the labors of the various Whereas I. departments of the State Government, occasioned by the industrial and financial growth of the State, has made necessary the employment of persons additional to those now provided for by law, in order that the public service might not be impaired, such persons having been paid out of the contingent funds of the various departments; and,

Whereas, It appears that such persons are abso- Whereas II. lutely necessary for the efficient conduct of the business of the various departments in which they are at present employed; therefore,

Section 1. Be it enacted, &c., That from and after the passage of this act, the following officers, in addition to those now authorized by law in the departments mentioned, shall be filled as other like offices in the various departments, namely:

Executive Department.

One expert bookkeeper, to be appointed by the State Treasurer, at a salary of two thousand dollars per annum: Provided, That his salary shall be paid out of the commissions received from collections from delinquent corporations, and shall not in any one year exceed ten per centum upon the total amount of such collections.

One clerk, to be appointed by the State Treasurer, at a salary of one thousand dollars.

Public Grounds and Buildings.

One storekeeper, to be appointed by the Superintendent of Public Grounds and Buildings at a salary of one thousand dollars per annum.

One stenographer, to be appointed by the Superintendent of Public Grounds and Buildings, at a salary of nine hundred dollars per annum.

Department of Agriculture.

One messenger, to be appointed by the Secretary of Agriculture, at a salary of six hundred dollars per

annum.

Legislative Department.

In the Senate there shall be appointed three additional pages, at the salary of two dollars per diem.

Section 2. All acts or parts of acts inconsistent herewith be and the same are hereby repealed.

AN ACT

Making an appropriation to the Hospital Department of the
Jefferson Medical College, of Philadelphia.

Section 1. Be it enacted, &c., That the sum of two hundred and sixty thousand dollars, or so much thereof as may be necessary, be and the same is hereby specifically appropriated to the Hospital Department of the Jefferson Medical College, of Philadelphia, for the two fiscal years beginning June first, one thousand nine hundred and three, for the following purposes, namely:

For the purpose of maintenance, the sum of sixty thousand dollars, or so much therof as may be neces

sary.

For the purpose of assisting in the erection of a new fire-proof hospital building, the sum of two hundred thousand dollars, or so much thereof as may be necessary.

AN ACT

Making an appropriation to the Medico-Chirurgical Hospital, of Philadelphia.

Section 1. Be it enacted, &c., That the sum of two hundred and ninety thousand dollars, or so much thereof as may be necessary, be and the same is hereby appropriated to the Medico-Chirurgical Hospital, of Appropriation. Philadelphia, for the two fiscal years beginning June first, one thousand nine hundred and three, for the following purposes, namely:

I have the honor to advise you that I have this day approved and signed House bill No. 320, entitled "An act making an appropriation to the Medico-Chirurgical Hospital of Philadelphia," except as to the item appropriating $90,000 for maintenance, which is approved in the sum of $60,000, and I withhold my approval from the remainder of said item.

I approve the item making an appropriation of $200, 000 for the purpose of reconstructing and making additions and repairs to the hospital. While this is, to some extent, a reduction, it gives to the hospital one hundred and ten thousand dollars more than was appropriated to it two years ago, and the same amount as is appropriated to the hospital of the Jefferson Medical College, a like institution having the same necessities. Minimum salary of school teachers.

AN ACT

Regulating the minimum rate of salary of school-teachers in the Commonwealth of Pennsylvania, where school-districts receive State appropriations.

Section 1. Be it enacted, &c., That on and after the first day of June, one thousand nine hundred and four, the minimum salary of school-teachers, teaching in the public schools of this Commonwealth, shall be thirty-five dollars per month.

Section 2. It shall be the duty of the president and secretary of the school-board, of each school-district in this Commonwealth, to make report, under oath, to the Superintendent of Public Instruction, that the requirements of this act have been fully complied with.

Section 3. Every school-district of this Commonwealth failing to comply with the requirements of this act, shall forfeit its State appropriation for the whole time during which this act has been violated.

AN ACT

Fixing the salaries and number of clerks and employes in the
State Department.

Section 1. Be it enacted, &c., That the salaries of the several officers of the State Department, enumerated herein, are hereby fixed and shall be as follows:

One Deputy Secretary of the Commonwealth, three thousand dollars.

One chief clerk, twenty-five hundred dollars.
One commission clerk, twenty hundred dollars.
One corporation clerk, twenty-two hundred dollars.
One assistant corporation clerk, eighteen hundred
dollars.

One stenographer, fifteen hundred dollars.

Eighteen other clerks, fourteen hundred dollars

each.

One messenger, eleven hundred dollars.

One night watchman, nine hundred dollars.

Section 2. All acts or parts of acts inconsistent herewith are hereby repealed.

To legalize the charter of boroughs, heretofore incorporated, that have never recorded the petition for or decree of incorporation, or both, under the general borough laws; and to make valid all elections, ordinances, regulations, proceedings, contracts, and other corporate acts of said boroughs; and providing for the recording of the petition for or the order of incorporation of, any such borough, nunc pro tunc.
