Senator Minton. Senator Schwartz is on his way and will be here in just a minute. The subcommittee has for consideration this morning two bills, S. 3920 introduced by Senator Wagner, and S. 3925 introduced by Senator Gurney. I will ask the committee reporter to make these bills a part of the record at this point.
