99. The entire amount of the first cost of these two projects alloated to the United States ($556,700) should be made available in ne allotment for both projects or in separate allotments of $497,700 or the Pajaro Valley project, and $59,000 for the Carnadero Creek Project.

T 1. The district engineer finds that future floods of Pajaro River and ts tributaries will cause annual net damages of about $88,900, of which about $52,100 would occur in Pajaro Valley and about $3,100 Would occur in South Santa Clara Valley in and adjacent to Gilroy. He finds that control of floods in the two areas mentioned, by means of channel improvements and reconstruction and extension of the existing levee systems, is physically and economically feasible. He also finds that the construction of flood-control works, including reservoirs with or without water-conservation features, for the protection of other areas in the basin is not economically justified by the prospective benefits at this time.

2. The district engineer recommends that the existing levees in the vicinity of Watsonville be reconstructed and extended downstream to the mouth of Pajaro River and upstream to near the upper end of Pajaro Valley, a total distance of about 12 miles, at an estimated first cost of $741,000, annual carrying charges of $35,000 including a net additional maintenance cost of $3,300, subject to the conditions that local interests furnish rights-of-way and flowage rights, relocate existing improvements to lands on the right-of-way, modify highway bridges, and give assurances that they will maintain the project and hold the United States free from claims for damages. The first cost is estimated at $497,700 to the United States and $243,300 to local interests. He also recommends, subject to similar requirements of local cooperation, the reconstruction and extension of the Carnadero Creek levee near Gilroy, at an estimated first cost of $65,000 of which $59,000 would be the Federal and $6,000 the non-Federal cost. The annual charges are estimated at $2,570.

3. The tangible flood-control benefits would consist entirely of the reduction of direct and indirect flood damages additional to the benefits afforded by the existing levee systems. The annual benefits are estimated by the district engineer at $40,600 for the Pajaro Valley improvement and $3,100 for the Carnadero Creek improvement. The division engineer finds these benefits to have been carefully and conservatively estimated and believes that they will be realized if the projects are constructed. The reduction of direct flood damages constitutes about 84 percent of the total tangible benefits. The remainder is attributed to reduction of indirect damages. In the Pajaro

Valley, about 68 percent of the benefits would accrue to agricultural interests and 32 percent to Watsonville and adjacent urban communities; while for the Carnadero Creek improvement 13 percent of the benefits would be to agricultural properties and 87 percent to the town of Gilroy. The ratio of tangible benefits to costs for both improvements is 1.2 to 1.

4. The danger to life and health from floods in the basin is minor. The principal intangible benefits would be the prevention of the disruption by floods of community activities and of communications in the cities and rural areas to be protected.

5. The division engineer concurs in the conclusions and recommendations of the district engineer.
