In accordance with the above discussion, the division engineer recommends: (a) The abandonment of the existing navigation project on the Kentucky River above the site of the Jessamine Creek Reservoir. (b) The construction of the Jessamine Creek and Booneville Reser voirs as units of the comprehensive reservoir system authorized by the act of Congress dated June 28, 1938; provided that generating facilities for power development may be included in these projects when approved by the Secretary of War upon the recommendation of the Chief of Engineers and of the Federal Power Commission. (c) The construction of a flood-control project for Jackson, Ky consisting of a cut-off channel in general accordance with the plan of improvement outlined in the district engineer's report, at a total cost to the United States of $66,000; provided that prior to expenditure of Federal funds for construction, local interests shall furnish assurances satisfactory to the Secretary of War that they will: Provide all neces sary lands, easements, and rights-of-way at an estimated cost of $1,000, assume all claims for damages arising from construction of the improvement, provide proper police to prevent future encroachment upon the cut-off channel, and maintain the works after completion; E.
