The following preamble and resolution were twice read, viz:

Whereas, Article two, section sixteen, of the Constitution of Pennsylvania provides that no county "may be assigned a Senator unless exceeding one-half a ratio" of the required population; and Whereas, The Senatorial ratio according to the census of 1900 is 126,042, and the population of Lebanon county, constituting the Seventeenth district, is only 53,827, or 9,194 less than the required half ratio; therefore

Resolved, That the Judiciary General Committee of the Senate is hereby instructed to consider the constitutional status of the Seventeenth district and report its finding to the Senate without unnecessary delay.

On the question,

Will the Senate agree to the resolution?

A motion was made by Mr. Sproul,

That said resolution be referred to the Committee on Legislative Apportionment.

Mr. Fisher, from the Committee on Judiciary General, to which was committed a bill, entitled "An act amending the seventy-fourth section of an act, entitled 'An act to consolidate, revise and amend the laws of this Commonwealth relating to penal proceedings and penalties,' approved the 31st day of March, 1860, by repealing the proviso thereof which prohibits the imposing of sentences to expire between the 15th day of November and the 15th of February of any year."

He also read in his place and presented to the Chair a bill, entitled "An act amending the first, second and third sections of the act, entitled 'An act authorizing the condemnation of real estate, needed for the use of State normal schools,' approved the tenth day of July, one thousand nine hundred and one, and extending it to the condemnation of servitudes, easements of way and streets and alleys, opened or unopened, laid out and dedicated by the proprietors of town plots, but not under public supervision or control, and close the same or portions thereof, and providing for the payment of costs on appeal."

Mr. Zern read in his place and presented to the Chair a bill, entitled "A further supplement to an act of Assembly, approved the eleventh day of April, one thousand eight hundred and sixtytwo, entitled 'A further supplement to an act, entitled 'An act for the regulation and continuance of a system of education by common schools,' approved the eighth day of May, Anno Domini, one thousand eight hundred and fifty-four, authorizing the board of school directors in any school district to sell and convey any real estate, buildings and property, the title to which shall have been acquired from the trustees of any academy or seminary in the Commonwealth under and by virtue of said acts of Assembly, whenever such real estate, buildings and property shall have become useless to such school district by reason of dilapidation and decay or otherwise, and providing for the disposition of moneys or funds received from such sale and conveyance, and ratifying and confirming any sales of such property heretofore made on account of and for similar reasons; provided, no litigation or question of title now pending and undetermined shall be affected hereby."
