On motion of Hon. John H. Riebel, Hon. Samuel W. Pennypacker was elected president of the Commission.

On motion of Hon. A. E. Sisson the following persons were elected additional officers of the Commissions:

Sergeant-at-Arms, John M. Rhey.

Asst. Sergeant-at-Arms, D. M. Gilbert.

Messenger, James M. Auter.

Doorkeeper, John Harner.

The officers were then sworn to the faithful discharge of their duties by Hon. John H. Weiss, President Judge of the 12th Judicial District.

On motion of the Hon. D. J. Thomas, three tellers were appointed, as follows:

Joseph M. McElroy.

Honorable Lewis E. Beitler, Deputy Secretary of the Commonwealth, being introduced, presented the returns of the general election held November 3, A. D. 1903, for State Treasurer and Auditor General.

On motion of Hon. John H. Riebel, the following resolution was unanimously agreed to:

Resolved, That a committee of three be appointed to ascertain and adjust the expenses of the Commission, and to fix the compensation of the secretary, clerks and other officers.

The president appointed as members of the said committee Messrs. John H. Riebel, Wilbert U. Willett, A. E. Sisson.

On motion of the Hon. James K. McNeely, the returns from the several counties of the Commonwealth, as delivered to the Commismission by the Deputy Secretary of the Commonwealth, were then opened and read.

which are hereto attached and made part hereof, the same having
been read by the secretary and computed by the tellers appointed

Messrs. Myron Matson, Edwin M. Herbst and Joseph M. McElroy, the tellers, reported the result as appears from the foregoing statements.

The following resolution was read and agreed to, viz:

Resolved, That the returns under seal filed with the Secretary of the Commonwealth, as provided by law, having been opened, conputed and published according to law, in the presence of the Commission, the result just announced by the tellers shall be adopted as the report of the Commission.

The president of the Commission then announced that William L. Mathues, having received the highest number of votes cast for the office of State Treasurer, is therefore duly elected to said office; that William P. Snyder, having received the highest number of votes cast for the office of Auditor General, is therefore duly elected to said office.

CERTIFICATE OF THE COMMISSION TO OPEN, COMPUTE AND PUBLISH THE RETURNS OF THE LAST GENERAL ELECTION FOR STATE TREASURER AND AUDITOR GENERAL.

Harrisburg, Pa., January 19, A. D 1904.

CERTIFICATE.

We, the undersigned members of the Commission constituted under the provisions of an act of the General Assembly, entitled "An act to provide for the receiving, opening and publishing of the returns of the election of State Treasurer and Auditor General when elected at the same election," approved the 9th day of May, A. D. 1879, do hereby certify that we met in the U. S. Court Room, Harrisburg, Pennsylvania, at twelve o'clock M. on the third Tuesday of January succeeding the last general election for State Treasurer and Auditor General (the 19th day of January, A. D. 1904), and the returns of the election for State Treasurer and Auditor General, held on the third day of November, A. D. 1903, in the several counties of the Commonwealth of Pennsylvania, having been presented by the Secretary of the Commonwealth, we proceeded to open and compute the same, and upon opening and computing the same, it appeared that of the whole number of votes cast at said election for State Treasurer,

William L. Mathues had five hundred and twenty-nine thousand six hundred and thirty-one votes (529,631).

Joel J. Hill had two hundred and forty-four thousand two hundred and eighty-four (244,284).

Henry D. Patton had twenty-four thousand eight hundred and fifty votes (24,850).
