Comparison of Federal cost estimates. The current Federal cost estimate of $85,600,000 is a decrease of $17,400,000 from the latest estimate ($103 million) submitted to Congress. This change includes decreases of $2,469,000 in levees and floodwalls in reach No. 3 based on changes in design and receipt of bids, $13,187,000 in levees and floodwalls in reach No. 4 based on revised design data and more detailed planning for construction of floodwalls and sewers, $1,612,000 in engineering and design and supervision and administration based on a recent reanalysis of requirements, and $132,000 due to minor adjustments in other features.

Location and description.-The Campti-Clarence area lies on the left descending bank of Red River between Campti, La., mile 190, and the mouth of Saline Bayou, mile 166. The plan of improvement provides for a ring levee to protect the area from Red River and Saline Bayou overflow, and interior drainage improvements to alleviate the local interior flood problem. Authorization.-1962 Flood Control Act.

In addition, local interests will expend $48,000 and Soil Conservation Service $7,600 for land drainage. Prior to project authorization, local interests, in the Campti-Clarence area, constructed drainage improvements consisting of approximately 4 miles in the upper reaches of Bourbeaux Bayou and 21 miles of laterals in its tributary basin, 3 miles in Chevreuille Bayou, and 3 miles of its tributaries. Cost of this work is not known.

The project will provide protection to 29,500 acres out of a total of 34,900 acres now subject to overflow from Red River, and to 5,100 acres of this area, tributary to Bourbeaux Bayou, which is periodically overflowed as a result of local runoff. Construction of a levee along the left bank to Red River from Campti to Saline Bayou and upstream along the right bank of Saline Bayou in the vicinity of Clear Lake, together with rectification of interior drainage, will provide essentially complete protection to 29,500 acres. Benefits from this plan would consist of reduction of damage from Red River headwater and backwater overflow, reduction of damage from local interior runoff, and increased and utilization. The average annual benefit from reduction of flooding from Red River is $37,700. Estimated annual damage from interior runoff along Bourbeaux Bayou would be reduced from $3,700 to $1,200 resulting in a benefit of $2,500. Total damages prevented are estimated at $40,500. Provision of flood protection from Red River and reduction of overflow from local flooding will make possible more intensive use of cleared land and enable landowners to clear woodland for agricultural The estimated annual value of increased net return on 1,630 acres of open land and 2,950 acres of woodland anticipated to be converted is estimated at $43,700. Total annual benefits are estimated at $84,200.

These funds are required for planning and the orderly continuation of construction of a ring levee to protect the area from Red River and Saline Bayou overflow, and interior drainage improvements to alleviate the local interior flood problems.

Non-Federal cost.-Local interests are specifically required to furnish all lands, easements, and rights-of-way necessary for the construction of the project; provide without cost to the United States all relocations; hold and save the United States free from damages due to the construction works; maintain and operate all project works after completion in accordance with regulations prescribed by the Secretary of the Army; prevent encroachment on improved channels or on ponding areas, and, if ponding areas and capacities are impaired, provide substitute storage capacity or equivalent pumping capacity promptly without cost to the United States; and organize a properly constituted drainage or conservancy district under the laws of the State of Louisiana, to cooperate with the Federal Government, provide the required measures of local cooperation, and provide the associated works needed to insure effective use and realization of the benefits of the improved outlet system.

The annual cost to local interest of maintenance, operation and replacement is estimated at $8,300.

Status of local cooperation.-Formal assurances were requested on April 11, 1963. The State of Louisiana, Department of Public Works, and the CamptiClarence Levee District cooperated in development of the plan of improvement. The Board of Commissioners of the Campti-Clarence Levee District in a meeting held October 5, 1960, resolved that it will furnish the local cooperation required; however, formal assurances have not yet been furnished. Local agency has requested meeting with Government personnel to discuss the local cooperation requirements when right-of-way maps are complete.

NEW ORLEANS TO VENICE, LA.-HURRICANE PROTECTION

Location.-Local protection for developed land areas subject to inundation by hurricane tides, extending on both banks of the Mississippi River from the vicinity of the city of New Orleans to the Gulf of Mexico.

This project will provide protection from hurricane tidal overflow to a major part of the developed and inhabited area along the Mississippi River Delta. Approximately 75 percent of the population and 70 percent of the improved lands are contained within the project area. Hurricane occurrences in the past have caused overtopping of the existing protective works and caused extensive damage to structures, industries, and other urban and rural developments; loss of crops; loss of livestock; and required the evacuation of inhabitants. Flood damages resulting from the hurricanes of September 1915, September 1956 (Flossy), and September 1957 (Esther) within the project area were estimated at $2,325,000, $2,017,000, and $1,180,000, respectively, based on then prevailing prices. Under current conditions of development and price levels of July 1963, it is estimated that these damages would amount to $2,405,000, $2,621,000, and $1,466,000, respectively. Essentially all of this damage would be prevented by the project. Fiscal year 1965.-The requested amount of $750,000 will be applied to Initiate:

The funds requested will provide for an orderly continuation of construction and will provide for continuation of planning in accordance with scheduled progress.

Non-Federal cost.-The initial investment required of local interests in construction of the authorized project is estimated at $3,220,000, broken down as follows:

Local interests also must maintain, operate, and furnish replacements for the project at an estimated annual cost of $7,700; $2,300 for maintenance and operation and $5,400 for replacements. These costs are in addition to the costs presently incurred by local interests on existing facilities and are based on additional maintenance costs required of local interests because of enlargement and modification of existing facilities incorporated in this project.

In addition, local interests prior to project authorization expended in excess of $3,761,000 between April 1, 1926, and December 31, 1959, in the Mississippi River Delta area below New Orleans for levees and interior drainage facilities to provide protection against inundation from storm tides.

Status of local cooperation.-Assurances of local cooperation were requested from St. Bernard Parish Police Jury on January 4, 1963, and Plaquemines Parish Commission Council on January 7, 1963. The assurances have been furnished to date.

The State of Louisiana Department of Public Works is the agency designated to act in such matters on behalf of the Governor of the State of Louisiana and has concurred in the suitability of the plans of protection and stated that assurances from local interests will be provided when required.
