The committee offer no reasons in favor of their right to en. quire, nor any apology for having discharged their duty An swer to their) enquiry was obtained, its competency is referred without comment to their constituents.

The same questions were proposed to the officers of the Bank of Philadelphia. They unhesitatingly answered in the negative, and exhibited the minutes of their proceedings on that subject, from which the following is extracted:

“Philadelphia Bank, May 8, 1815. • ; “ The following preamble and resolution was laid before the board and taken into consideration, viz.

“Whereas frequent applications have of late been made at this bank to exchange other specie for Spanish milled dellars, no doubt with the view of exporting the same, and it appearing to this board that it is their duty, and particularly at this time, to avoid every measure which might have a tendency to weaken public confidence in banking institutions, Therefore,

“Resolved, that the cashier be, and he hereby is instructed to withhold the exchange of Spanish milled dollars.

“On the question being taken on the above resolution, it was unanimously agreed to.”

To the same questions proposed to the officers of the Farmer's and Mechanic's Bank, they answered in the negative.

The committee further state, that there is an account opened in the books of the Pennsylvania Bank, under the head of commissions received

for transacting the business of the United States, under which a credit is entered in favor of the bank for, upwards of 4000 dollars.

The committee have given the state of the respective banks at various periods, from the time of the suspension of specie pay, ments, which was about the 30th of Aug. 1814) to the present time, with a view of exhibiting the influence of that circumstance on their operations.

Mr. Ross presented the petition of sundry inhabitannts of Lu* zerne county, praying that a law may be passed to authorize the Governor to incorporate a company for the purpose of improving the navigation of Lackawanna creek; and

Mr. Graham presented a petition from sundry inhabitants of Greenwood and Buffaloe townships in the county of Cumberland, praying that they may not be annexed to a new county to be crected from part of Mifflin county; and

Mr. Baily presented the petition of John Thompson of Chester county, stating that a certain Richard R. Williams was arrested on a charge of having stolen from the petitioner the sum of 294 dollars in bạnk notes, that the said Williams and Joseph Jackson severally entered into recognizances for the sum of 300 dollars each, for the appearance of the said Williams at the next court of quarter sessions; that he did not appear, and that the recognizances of the said Williams and Joseph Jackson were accordingly forfeited to the commonwealth. The petitioner therefore prays that the legislature will grant him relief; and

Said petition was read and referred to Mr. Baily, Mr. Power and Mr. Welles.
