The Deputy Secretary of the Commonwealth being introduced, presented a message from the Governor, with the documents* therein referred to, which was read as follows, to wit. To the Senate and House of Representatives of the Commonwealth of Pennsylvania. I have this day approved and signed the following acts of the General Assembly, and directed the Secretary of the Commonwealth to return them to the Houses respectively in which they originated, viz. 1. An act releasing to Christopher Hassinger and Elizabeth Hess the right of this commonwealth, to a certain escheated estate. 2. An act vesting the title of a certain piece of land, in Somerset township, and county of Washington, in certain trustees and their successors, for the use of the German Lutheran and Calvinist Congregations, in said township. 3. A further supplement to an act, entitled, an act to enable the governor of this commonwealth, to incorporate a company for making an artificial road from the intersection of Front street and the Germantown road, in the Northern Liberties of the city of Philadelphia, through Frankford and Bristol to the ferry at Morrisville on the river Delaware. 4. A supplement to an act, entitled, an act to erect the town of Hanover in the county of York, into a borough. 5. An act to vest in Sarah Vernon the estate of her natural son Emmor Vernon, late of Delaware county, deceased. 6. An act authorizing Mary M'Creary, one of the guardians of the persons and estates of the minor children of Thomas M'Creary, deceased, to execute and receive certain releases therein mentioned, and to repeal an act heretofore passed relating thereto. I lay before the legislature copies of letters from the governor of North Carolina, accompanied by three documents, the import whereof is as follows, viz. 1st, A resolution by the Legislature of that state, proposing an alteration of so much of the Constitution of the United States as relates to the election of members to serve in Congress, and as relates also to the appointment of electors of President and Vice President of the United States. 2d, A non-concurrence by that Legislature of a proposition by the Legislature of Georgia, so to amend the Constitution of the United States, as that the period of service of Senators in Congress be reduced from six to four years. 3d, A non-concurrence by the same Legislature in certain amendments to the Constitution of the United States, proposed by the Legislature of Massachusetts and Connecticut." Harrisburg, Jan. 11th, 1816. Agreeably to order, SIMON SNYDER. The Senate resolved itself into a committee of the whole, Mr. I. Weaver in the chair, on the bill, entitled An act authorizing the Governor to incorporate a company for making an artificial road from Martin Regars in Cambria county, to intersect the road from the bank of the river opposite Harrisburg to Pittsburg, at or near Greensburg.' And after some time, The committee rose and reported said bill with amendments, which were read. The clerk of the House of Representatives being introduced, presented for concurrence three bills entitled as follow, viz. An act authorizing the appointment of an additional auctioneer within the city and liberties of Philadelphia. "A supplement to an act, entitled, an act to enable the Governor to incorporate a company for making an artificial road beginning at the intersection of the Egypt road with the Ridge turnpike road, two miles above Norristown in the county of Montgomery, from thence to Pawlings ford bridge over the river Schuylkill.' An act to authorize the purchase of certain copies of Smith's edition of the laws of Pennsylvania.' Also a Resolution relative to the establishment of a district court of the United States, at Pittsburg.' returned the bill, entitled 'An act to repeal certain parts of an act, entitled, an act for erecting the town of York in the county of York into a borough, for regulating the buildings, preventing nuisances and encroach ments on the commons, squares, streets, lanes and alleys of the same, and for other purposes therein mentioned.' And informed, that the House of Representatives have passed said bill with amendments in which the concurrence of Senate is requested. He further informed, that the House of Representatives have concurred in the amendments by Senate to the bill, entitled A supplement to an act, entitled, an act authorizing the governor to appoint commissioners to view and lay out a state road from Carlisle in Cumberland county, to Littleton in Bedford county." The bills and resolution presented for concurrence, were read the first time.did The amendments by the House of Representatives to the bill from Senate, entitled. An act to repeal certain parts of an act, entitled, an act for erecting the town of York in the county of York, into a borough, for regulating the buildings, preventing nuisances and encroachments on the commons, squares, streets, lanes and alleys of the same, and for other purposes therein mentioned, as well as the act suppementary thereto,' were read as follow, to wit. Add to the end of first section, and holding fairs in said borough is hereby declared to be a common nuisance Section 2. And be it further enacted by the authority aforesaid, That so much of any charter or law which authorizes the holding of fairs in the borough of Lancaster in the county of Lancaster, be and the same is hereby repealed, and holding fairs in said borough is hereby forever prohibited and declared to be a common nuisance. Section 3. And be it further enacted by the authority aforesaid, That so much of the act erecting the town of Harrisburg in the county of Dauphin into a borough, which authorizes the holding of fairs in said borough, be and the same is hereby repealed, and made void; and the holding of fairs in said borough of Harrisburg is prohibited and declared to be a common nuisance. Make the title as follows: An act to prohibit the holding of fairs in the boroughs of York, Lancaster and Harrisburg... On motion, 3 n Said amendments were read the second time, and the same being under consideration, A motion was made by Mr. Biddle and Mr. Graham, To amend the same by striking out the word which where it occurs in said amendments, and inserting in lieu thereof the word "as, which was agreed to, and the amendments as amended con curred in. Ordered, That the clerk inform the House of Representatives accordingly, 10 The bill,bentitled 'An act to authorize Henry Jarrett, of Northampton county, to build a permanent toll bridge across the river Lehigh at or near the place known by the name of Currie's Ferry in the county of Northampton,' was read the second time as reported by a com mittee of the whole on the 16th of December last. Section 1. was considered and agreed to. Section 2. having been considered, was disagreed to. The remaining sections were considered and agreed to. The title being amended by striking therefrom, all that follows the word Lehigh,' was agreed to. Ordered, That said bill be transcribed for a third reading. On motion, The further consideration of said report was postponed for the present. On motion of Mr. Lowrie and Mr. Power, The Senate resolved itself into a committee of the whole, Mr. Baily in the chair, on the bill, entitled An act to revive and extend certain acts therein mentioned relative to the building of bridges over the Monongahela and Allegheny rivers opposite Pittsburg, and to authorize the governor to subscribe for a certain number of shares to the stock of the same.' And after some time, 12 The committee rose, reported progress and asked leave to sit again; leave was granted, and L Ordered, That the committee of the whole sit again to-morrow. Adjourned until 10 o'clock to-morrow morning. FRIDAY, January 12, 1816. 灣 Mr. Reed presented the petition of Samuel M. Reed, praying that a law may be passed, granting to him and his partners the right of this commonwealth to the exclusive use of certain wells of salt water in the river Conemaugh; and The same was read, and referred to Mr. Reed, Mr. Ross and Mr. Biddle. Mr. Lane from the committee to whom was referred on the 10th instant, the bill from the House of Representatives, entitled An act to incorporate the Bridgeport Manufacturing Company,' reported said bill with amendments, which were read. Mr. Rogers from the committee appointed to investigate the banks in the city of Philadelphia in which this commonwealth is interested, made report, which was read as follows, to wit. That in conjunction with a similar committee from the House of Representatives, they proceeded to the examination of said banks. The books were cheerfully submitted to the inspection of the committee, and the following statements furnished. From a careful inspection of the vaults, books and vouchers, your committee area are well satisfied that the statements furnished precisely correspond with the actual condition of the said banks. |
