The amendment by the House of Representatives to the bill, "entitled

A further supplement to an act, entitled, an act to enable the Governor of this commonwealth to incorporate a company for making an artificial road from the intersection of Front street and the Germantown road in the Northern Liberties of the city of Philadelphia, through Frankford and Bristol to the ferry at Morrisville on the river Delaware,' read yesterday, was again read considered and concurred in.

Ordered, That the clerk inform the House of Representatives accordingly.

Adjourned until 10 o'clock to-morrow morning.

THURSDAY, December 21, 1815.

The clerk of the House of Representatives being introduced, informed, that that House insist on their amendment to the reso lution from Senate relative to the temporary adjournment.

Whereupon,

A motion was made by Mr. Smith and Mr. G. Weaver, That the Senate recede from their non-concurrence in said amendment, and

On the question,

Will Senate agree so to recede?

Mr. Forster presented the petition of William Cathcart and James Wilson, executors of Walter Clark late of Dauphin county, deceased, praying to be authorized to convey certain real estate, and

Said petition was read and referred to Mr. Forster, Mr. Power and Mr. M Sherry, with leave to report by bill or otherwise.

Mr. Beale from the committee to whom was referred on the 15th instant, the petition and documents of John Patton, late sheriff of Huntingdon county, praying for a law to be passed allowing the costs to be refunded and paid that have accrued on two suits of ejectment, one the lesse of John Maxwell Nezbett, against Peter Titus; and the same against James Kerr, for two hundred andeighty-two and three-fourth acres of land, situate in said county, confiscated and sold by the commonwealth as the property of Harry Gordon. But upon several trials being had, said land was found to be the property of the defendants: Report,

That they have considered the subject referred to them, and are of opinion that the claim is inadmissable.

Therefore,

Resolved, That the claim be dismissed, and the petitioner have leave to withdraw his petition and documents.

The clerk of the House of Representatives being introduced, informed, that the House of Representatives have concurred in the amendments by Senate, to the bills entitled as follow, viz.

An act to vest in Sarah Vernon, the estate of her natural son Emmor Vernon, late of Delaware county, deceased.'

An act authorizing Mary McCreary, one of the guardians of the persons and estates of the minor children of Thomas M Creary, deceased, to execute and receive certain releases therein mentioned, and to repeal an act heretofore passed relating thereto.' On motion of Mr. Frailey and Mr. Beale,

The following resolution was twice read, considered and adoptéd, to wit.

Resolved, That the members of the Senate will attend the funeral of general James Stevenson, late a member of the House of Representatives, at 3 o'clock P. M. this day from the house of John Beigler.

On motion of Mr. Rogers and Mr. Beale,

The following resolution was twice read, considered and adopted, to wit.

Resolved, That a committee be appointed, in conjunction with a committee of the House of Representatives, (if that House shall appoint such committee,) to examine into the state of the Pennsylvania, Philadelphia, and Farmers' and Mechanics' Banks, and report the result thereof, on or before the second Monday in January next.

Ordered, That Mr. Rogers, Mr. Reed and Mr. Baily, be a committee for the purpose specified in said resolution; and that the clerk inform the House of Representatives accordingly. Adjourned until to-morrow morning at 7 o'clock.

FRIDAY, December 22, 1815.

Mr. Morgan presented two petitions of similar tenor, from sundry inhabitants of Wayne county, praying that a company may be incorporated for the purpose of erecting a toll bridge across the river Delaware at Stockport in said county.

And the same_were read and referred to Mr. Morgan, Mr. Rogers and Mr. Ross.

Resolved, That a committee be appointed, to join a committee: of Senate already appointed, to examine into the state of the Pennsylvania, Philadelphia and Farmers and Mechanics' banks.' and Ordered, That Messrs. Rowland, McKibben and Sutherland be the committee appointed for that purpose.

Mr. Murray asked and obtained leave to withdraw from the files of the present session, the petition and documents of James Murray.

Mr. Beale from the committee to whom was referred on the 19th instant, sundry petitions praying for a division of Mifflin county, on leave given, reported a bill, entitled

An act erecting part of Mifflin county into a separate county to be called ;' which was read the first time.

The Secretary of the Commonwealth being introduced, presented a message from the Governor, with the documents* therein referred to, which was read as follows, to wit.

To the Senate and House of Representatives of the Commonwealth of Pennsylvania.

In conformity with a resolution of the last legislature, nonconcurring in certain propositions by the legislatures of Connecticut and Massachusetts, for amending the constiution of the United States, I transmitted to each of the Senators and Repre sentatives of this state in Congress, a copy thereof; I transmitted also a copy to the executive of each state in the union. The governors of Ohio and Rhoad Island have acknowledged each of them, the receipt of my communication, and have given assurances, that the subject shall be laid before the legislatures of their respective states. Copies of their letters are herewith laid before, you; also of a communication from the governor of New York, covering the rejection by the legislature of that state, of the said proposed amendments.

E. Bollmann has advised me by letter, that he has lately returned to this country from Europe, that if the legislature shall take into consideration his propositions relative to weights and measures, communicated to the last legislature, he is ready to act upon the subject. I transmit a copy of his letter.

I take this occasion to submit remarks upon our present militia system, and suggestions for its improvement, made by several militia officers, in conformity with one of the sections of the act of the 28th March, 1814.

IN THE AFTERNOON.

"Mr. Erwin presented the petition of Thomas Curtis, a sergeant during the revolutionary war, in the 11th Pennsylvania regiment, praying for an equivalent for the depreciation of his pay while in the said service.

And the same was read and referred to the committee on claims.

Mr. Shearer presented the petition of the president and directors of the Bank of Germantown, praying for an extention of the act, entitled An act vesting in certain banking institutions within this commonwealth the power of issuing small notes,' and Said petition was read, and

Ordered, To lie on the table.

The Speaker laid before the Senate a letter from the auditor general, informing, that in pursuance of the 46th section of the act of the 20th March, 1811, he had delivered to the clerk of the House of Representatives 600 copies of his report on the finances of the commonwealth, for the year 1815.

Ordered, To lie on the table.

The Speaker laid before the Senate a letter from Samuel Roberts, relative to the English statutes in force in this commonwealth; which was read and referred to the committee to whom was referred on the 18th December the petition of Josiah Randall. On motion of Mr. Lowrie and Mr. Shearer,

Ordered, That an item of unfinished business relative to the cession of the jurisdiction of this state over a tract of land on the Allegheny river to the United States, be referred to a committee;

and

Ordered, That Mr. Lowrie, Mr. Power, Mr. Graham, Mr. Smith and Mr. Shearer be the committee.

On motion of Mr. Lowrie and Mr. Erwin,

Ordered, That an item of unfinished business relative to a supplement to the act incorporating the borough of Pittsburg be referred to a committee; and

Ordered, That Mr. Lowrie, Mr. Power and Mr. Lane be the committee.

On motion of Mr. Lane and Mr. Erwin,

The Senate resolved itself into a committee of the whole, Mr. Lowrie in the chair, on the bill, entitled

An act to confirm the titles to certain real estate therein mentioned."

And after some time,

The committee rose and reported said bill as committed.
