Mr. Forster presented the petition of William Cathcart and James Wilson, executors of Walter Clark late of Dauphin county, deceased, praying to be authorized to convey certain real estate, and

Mr. Beale from the committee to whom was referred on the 15th instant, the petition and documents of John Patton, late sheriff of Huntingdon county, praying for a law to be passed allowing the costs to be refunded and paid that have accrued on two suits of ejectment, one the lesse of John Maxwell Nezbett, against Peter Titus; and the same against James Kerr, for two hundred andeighty-two and three-fourth acres of land, situate in said county, confiscated and sold by the commonwealth as the property of Harry Gordon. But upon several trials being had, said land was found to be the property of the defendants: Report,

That they have considered the subject referred to them, and are of opinion that the claim is inadmissable.

Therefore,

Resolved, That the claim be dismissed, and the petitioner have leave to withdraw his petition and documents.

Mr. Morgan presented two petitions of similar tenor, from sundry inhabitants of Wayne county, praying that a company may be incorporated for the purpose of erecting a toll bridge across the river Delaware at Stockport in said county.

The Secretary of the Commonwealth being introduced, presented a message from the Governor, with the documents* therein referred to, which was read as follows, to wit.

To the Senate and House of Representatives of the Commonwealth of Pennsylvania.

In conformity with a resolution of the last legislature, nonconcurring in certain propositions by the legislatures of Connecticut and Massachusetts, for amending the constiution of the United States, I transmitted to each of the Senators and Repre sentatives of this state in Congress, a copy thereof; I transmitted also a copy to the executive of each state in the union. The governors of Ohio and Rhoad Island have acknowledged each of them, the receipt of my communication, and have given assurances, that the subject shall be laid before the legislatures of their respective states. Copies of their letters are herewith laid before, you; also of a communication from the governor of New York, covering the rejection by the legislature of that state, of the said proposed amendments.

E. Bollmann has advised me by letter, that he has lately returned to this country from Europe, that if the legislature shall take into consideration his propositions relative to weights and measures, communicated to the last legislature, he is ready to act upon the subject. I transmit a copy of his letter.

I take this occasion to submit remarks upon our present militia system, and suggestions for its improvement, made by several militia officers, in conformity with one of the sections of the act of the 28th March, 1814.

"Mr. Erwin presented the petition of Thomas Curtis, a sergeant during the revolutionary war, in the 11th Pennsylvania regiment, praying for an equivalent for the depreciation of his pay while in the said service.

And the same was read and referred to the committee on claims.

Mr. Shearer presented the petition of the president and directors of the Bank of Germantown, praying for an extention of the act, entitled An act vesting in certain banking institutions within this commonwealth the power of issuing small notes,' and Said petition was read, and

The Speaker laid before the Senate a letter from the auditor general, informing, that in pursuance of the 46th section of the act of the 20th March, 1811, he had delivered to the clerk of the House of Representatives 600 copies of his report on the finances of the commonwealth, for the year 1815.

The Speaker laid before the Senate a letter from Samuel Roberts, relative to the English statutes in force in this commonwealth; which was read and referred to the committee to whom was referred on the 18th December the petition of Josiah Randall. On motion of Mr. Lowrie and Mr. Shearer,
