Mr. Frailey from the committee of accounts, made final report, which was read as follows, to wit..

That they have examined the accounts of Christian Gleim, printer of the journal and bills of the Senate in the English language, and find a balance due him of fourteen hundred and sixteen dollars.

Therefore offer the following resolution:

Resolved, That the Speaker draw his warrant on the state treasurer in favor of Christian Gleim, for the above sum of fourteen hundred and sixteen dollars.

On motion,

Said report was again read, and the resolution thereto attached considered and adopted.

Whereupon,

A warrant was accordingly so drawn.

Mr. Lowrie from the committee to whom referred on the 30th January last, the petition of sundry inhabitants of Pittsburg, made report, which was read as follows, to wit.

That they have had the subject under consideration, and from the experiments which have been made in other counties of the state, the committee believe, they are correct in saying that the plan of forming a county into a single district, and supporting the poor at the expence of the county, is well calculated to promote their comfort.

The encreasing population and trade of the city of Pittsburgh and the adjacent villages, render an establishment of the kind prayed for of great importance to those places. The evil is already felt, and the citizens have called on the legislature for relief.

The committee however must observe, that there are no petitions received on this subject from any part of Allegheny county excepting Pittsburg. Whether this circumstance has proceeded from a want of concert amongst the citizens of the county, or a want of inclination to act on the subject in the manner proposed, the committee will not pretend to determine. It is believed that, to make the establishment complete, the whole county should be formed into a district. But as the object cannot be obtained without considerable expence, those who have to bear that expence should have time to express their wishes on the subject.

From this view it appears, that this legislature do not possess such information as will enable them to act correctly. And on a subject of such importance, a short delay is less to be dreaded than a premature decision, which might be contrary to the wishes of a majority of the citizens.

The committee therefore submit the following resolution:

Resolved, That the subject be recommended to the attention of the next legislature.

On motion,

Said report was again read, and the resolution thereto attached considered and adopted..

The clerk of the House of Representatives being introduced, presented for signature, the bills, entitled as follow, viz.

An act to enable the executors of Valentine Kloess, to sell certain real estate.'

An act to enable Everard Penrose, who was trustee for Margaret Fortman, deceased, to convey a certain tract of land.'

A supplement to the act, entitled, an act for the relief of Edward Cavenough.'

An act for the relief of Charles Tipper, an old soldier. 'An act granting a bounty to certain volunteers and militia of this state."

An act confirming the titles of Henry Shroeder, David Scott and Hugh Mulholland to certain lots of lands therein men

tioned.'

A supplement to the act, entitled, an act to authorize the Governor of this commonwealth to incorporate a company for the purpose of making and erecting a bridge and road over the north east branch of the river Susquehanna in the county of Northumberland, from the public highway opposite the plantation of Thomas Grant to Shamokin Island, through the public highway of Shamokin Island to the shore opposite Northumberland, and from thence to the town of Northumberland,'

He returned the bills entitled as follow, viz.

An act to compel the payment of dividends due to the commonwealth, made by incorporated companies."

An act to enable Mercy Ellis, Joseph Whitacre and Samuel W. Morris, guardians of the minor children of William Ellis, late of Lycoming county, deceased, to sell and convey certain real estate therein mentioned.?

And informed,

That the House of Representatives have passed said bills, the first without and the last with one amendment, in which the concurrence of Senate is requested.

Whereupon,

The Speaker signed the bills presented for signatare.

The amendment by the House of Representatives to the bill from Senate, entitled

An act to enable Mercy Ellis, Joseph Whitacre and Samuel W. Morris, guardians of the minor children of William Ellis, late of Lycoming county, deceased, to sell and convey certain real estate therein mentioned,' was read as follows, viz.

Preamble, line 4, transpose the word 'on' to follow the word 'provisions.'

On motion,

Said amendment was again read, eonsidered and concurred in. Ordered, That the clerk inform the House of Representatives accordingly.

The clerk of the House of Representatives being again introduced, returned the bills entitled as follow, viz.

A supplement to the act, entitled, an act to enable the Governor to incorporate a company for improving the navigation in the river Lehigh.'

A supplement to the act, entitled, an act for the sale of the residue of the reserve tract of land at the mouth of Big Beaver creek.'

A supplement to an act, entitled, a further supplement to the act, entitled, an act erecting parts of Northumberland county into separate counties, to be called Union and Columbia.'

Resolution directing the State Treasurer to receive monies due from the United States, expended by this state on account of the late war.'

With information,

That the House of Representatives have passed the same without amendment.

On motion of Mr. Lowrie and Mr. Jarrett,

The Senate adjourned until 6 o'clock to-morrow morning.

TUESDAY, March 19, 1816,

Mr. M'Sherry, from the committee appointed for that purpose, made further report in part, which was read as follows, to wit. That in conjunction with a similar committee from the House of Representatives, they have compared and presented to the Governor for his approbation, the bills entitled as follow:

An act granting a bounty to certain volunteers and militia of this state."

An act confirming the titles of Henry Shroeder, David Scott and Hugh Mulholland, to certain lots of lands therein mentioned.' An act for the relief of Charles Tipper, an old soldier.' 'An act to enable Everard Penrose, who was trustee for Margaret Fortman, deceased, to convey a certain tract of land.'

The clerk of the House of Representatives being introduced, returned the bill, entitled

An act for the relief of the Hospital at New Orleans, and of the Pennsylvania Hospital.'

With information,

That the House of Representatives have passed the same without amendment.

He also informed,

That the House of Representatives having dispensed with the rule relative to the transmission and reception of bills and resolutions within the four last days of the session, and have adopted without amendment, the resolution from Senate, directing a certain distribution of the supplement to the militia law.

The clerk of the House of Representatives being again introduced, presented for signature, the bills entitled as follow, viz. An act to compel the payment of dividends due to the commonwealth made by incorporated companics.'

An act to authorize John Dickson to convey certain land, and for other purposes.'

An act to authorize the Governor to incorporate a company to erect a bridge over the river Schuylkill at or near Hamburg, in the county of Berks.'

An act for the relief of the hospital at New Orleans, and of the Pennsylvania Hospital.'

Also two resolutions, viz.

Resolution directing a certain distribution of the supplement to the militia law.'

Resolution directing the State Treasurer to receive monies due from the United States, expended by this state on account of the late war."

Whereupon,

The Speaker signed said bills and resolutions.

A motion was made by Mr. Lowrie and Mr. Jarrett, and read

as follows, to wit.

Resolved, That there be allowed to the Clerk of Senate

for extra services, the further sum of,
