He presented for signature the bills, entitled as follow, viz. An act to authorize the Governor to incorporate a company for erecting a bridge over the north east branch of the river Susquehanna, between the town of Catawissa and the mouth of Fishing creek.' A supplement to an act, entitled, an act to authorize the Governor to incorporate a company for erecting a bridge over the west branch of the river Susquehanna from the east end of Market street in the town of Lewisburg in the county of Union, to the opposite shore.' An act to enable the Governor to subscribe to a certain number of shares in the stock of certain turnpike companies.' An act to provide for the erection of two arsenals. • An act for holding special courts of common pleas. The amendments by the House of Representatives, to the bill, entitled An act providing for the redemption of a certain certificate,' were read as follow, viz. Add a new section as follows, viz. Section 2. And be it further enacted by the authority aforesaid, That the accountant officers be, and they are hereby directed to liquidate and settle, in the manner prescribed by the first section of this act, the amount due on a certificate of funded debt, number fifteen thousand six hundred and seventy-two, issued to Colonel James Cunningham, late of the county of Lancaster, deceased, for two pounds, and that the sum due thereon, shall be paid to Jane Cunningham, executrix of the last will and testament of the said James Cunningham, by the state treasurer, on a warrant drawn by the auditor general. Make the title read, An act providing for the redemption of certain certificates." On motion, Said amendments were again read, considered and concurred in. The amendments by the House of Representatives to the bill, entitled An act to authorize the Governor to incorporate a company for erecting a permanent bridge over the river Delaware at Stockport, in Wayne county,' were read as follow, viz. 6 Section 13. line 6, after the word bridge' insert or shall issue any note or notes in the manner or nature of bank notes, or transact any business in the manner or nature of banking.' Sect. 14. line 10, after the word 'offence' insert any sum not exceeding fifty dollars.' Line 11, stsike out these words the sum of twenty-five dollars." Line 15, strike out all that follows the word the' where it first occurs, and insert offence shall have been committed." On motion, Said amendments were again read, considered and concurred in. The amendments by the House of Representatives to the bill, entitled • An act authorizing Joseph Budd and Joshua Budd to build a toll bridge across the Youghiogeny river in Westmoreland county,' were read as follow, viz. 6 Sect. 1. line 22, after horse' insert Provided That no toll shall be demanded or taken from any person or persons attending funerals or divine worship, from militia men going to and returning from muster on days of training, from persons going to or returning from school, or from persons going to or returning from general or township elections, and.' Add a new section as follows, viz.. Section 5. And be it further enacted by the authority aforesaid, That the commissioners named in the first section of the act entitled An act to authorize the Governor to incorporate a company to erect a bridge over the Juniata river at or near Millerstown, in the county of Cumberland,' shall be authorized and empowered, on or before the first day of June next, to open books and receive subscriptions of stock for the said company, as fully and effectually as if the books had been opened and subscriptions received agreeably to the directions mentioned in the said act. Provided, That the bridge be erected over Juniata at the Sunbury landing in Millerstown aforesaid.’ Add to the title these words and for extending the time for building a bridge over the Juniata at Millerstown in Cumberland county.' On motion, Said amendments were again read, considered and concurred in. The amendments by the House of Representives to the bill from Senate, entitled A supplement to the act for the relief of insolvent debtors,' were read as follow, viz. Sect. 1. line 11, make seven' read three.' 6 Sect. 2. line 3, strike out 'and' and after creditors' insert or other evidence.' Strike out all that follows the word also' in line 15, and insert the following, that if the said indictment shall not be tried at the second sessions after the commitment of such petitioner, it shall be the duty of the court to discharge him from his said imprisonment, as directed by the act to which this is a supplement, unless such postponement take place at the request of such petitioner. Provided also, That at the expiration of the term for which on conviction such petitioner may be imprisoned, he be still retained in custody under the original execution, and until he shall be discharged agreeably to the provisions of the act to which this is a supplement." On motion, Said amendments were again read, considered and concurred in. Ordered, That the clerk inform the House of Representatives of the concurrence of the Senate in the amendments to the fores going bills. The amendment by the House of Représentatives, to the amendments by Senate, to the bill, entitled An act for the prevention of vice and immorality and of unlawful gaming, and to restrain disorderly sports and dissipation, passed the 22d day of April 1794,' was read as follows, to wit: Sect. 4. line 4, after the word Sabbath' insert the following, • Provided, That nothing contained in this act shall in any way affect any person who can produce satisfactory evidence, that he or she is in the actual enjoyment of communion or membership with the society of the seventh day Baptists, or with any other religious society who inculcate as a duty imposed by their religion to keep the seventh day of the week holy. And such persons so holding it a religious duty to keep the seventh day of the week holy, shall be liable to all and singular the penalties and punishments for a breach of the seventh day of the week, which are by this act imposed for a violation or breach of the first day of the week commonly called Sunday.' The Secretary of the Commonwealth being introduced, presented a message from the Governor, with the document therein referred to,* which was read as follows, to wit. I hasten to lay before you a communication from the board of wardens of the city of Philadelphia, which I received by the mail of yesterday. The subject involving the interest of that portion of our citizens concerned in maritime commerce, will, it is trusted, receive a portion of your consideration. I have also this day approved and signed the following acts and resolution of the General Assembly, and directed the Secretary of the Commonwealth to return them to the houses in which they respectively originated, viz. 1. An act authorizing the Secretary of the Land Office to issue a patent to Amos Judson, for an in-lot in the town of Waterford in Erie county. 2. An act to incorporate the Greensburg Manufacturing company in Greene county. 3. An act to incorporate the town-of Strasburg, in the county of Lancaster. 4. An act to authorize the surveyor of the township of the Northern Liberties in the county of Philadelphia, to re-survey, lay out and regulate Slesman's alley in the incorporated district of the Northern Liberties. 5. An additional supplement to an act entitled, An act to incorporate a company for making an artificial road from Harrisburg, through Lewistown and Huntingdon to Pittsburg.' 6. An act vesting the title of a certain piece of land in Bethel township, and county of Bedford, in certain trustees and their successors, for the use of the Baptist congregation in said township. 7. An act to authorize the removal of the prisoners confined in For said document see appendix. the jail or debtors' apartment in the city of Philadelphia to the new prison, and for other purposes. 8. An act to authorize the Governor to incorporate a company to erect a bridge over the river Juniata at the borough of Huntingdon. 9. An act to enable Edward Duffield and Joseph K. Swift, executors of John Swift, deceased, to sell and convey a certain tract of land therein mentioned. 10. An act appropriating money to improve the road across Jacks' mountain in Mifflin county, and the road leading from M.Calls' ferry bridge in Lancaster county. Agreeably to order, The rule for going into a committee of the whole being in this case dispensed with, the bill from the House of Representatives, entitled An act to authorize the Governor to incorporate a company for erecting a bridge over the river Susquehanna at the town of Danville, near where the turnpike terminates on said river, in the county of Columbia,' was read the second time. The several sections were considered and agreed to.
