The Governor of Massachusetts has transmitted to me: First. The rejection by the legislature of that state of a resolution passed by the legislature of North Carolina, proposing an alteration in the mode of choosing, as well representatives in congress, as electors of president and vice president of the United States. Secondly. A resolution by the legislature of Massachusetts, proposing an amendment of the constitution of the United States, embracing all the principles included in the proposition by the legislature of North Carolina, but in some degree different in modification-which agreeably to the desire of the Governor, I lay before you together with his letter.

So far as a compliance by brigade inspectors with injunctions upon them, contained in an act, entitled "An act to provide for the preservation of arms, camp equipage and other military property belonging to this commonwealth," passed 13th March 1815, has enabled me to attain the object of the law, I now lay before you, lists of arms, camp equipage and military stores, public property remaining within the bounds of the several brigades and the results also from my orders, directing divers of those officers to sell such of said property as I deemed of a perishable nature, and not suitable for military purposes.
