He returned the bills, entitled as follow, viz.

An act to authorize the Governor to incorporate a company to erect a bridge over the river Juniata at the borough of Huntíngdon.'

An act appropriating money to improve the road across Jack's mountain in Mifflin county, and the road leading from M‹Call's ferry bridge in Lancaster county.'

And informed,

That the House of Representatives have passed said bills, the latter without, and the former with amendments, in which the concurrence of Senate requested.

The bills presented for concurrence were read the first time. The amendments by the House of Representatives, to the bill, entitled

An act to authorize the Governor to incorporate a company to erect a bridge over the river Juniata at the borough of Huntingdon,' were read as follow, viz.

An act to authorize the Governor to incorporate a company for improving the navigation of the Lackawanna creek,' was read

the second time as reported by a committee of the whole yesterday, considered by section and agreed to, and

Ordered, That it be prepared for a third reading.

The bill from the House of Representatives, entitled

A supplement to an act, entitled, an act to authorize the Governor to incorporate a company for erecting a bridge over the west branch of the river Susquehanna, from the east end of Market street in the town of Lewisburg in the county of Union, to the opposite shore,' was read the second time as reported by a committee of the whole yesterday, considered by section and agreed to, and

Ordered, That it be prepared for a third reading.

Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Reed in the chair, on the bill, entitled

A supplement to the act, entitled, an act for the regulation of the militia of this commonwealth.'

And after some time,

The committee rose and reported said bill with amendments. The Secretary of the Commonwealth being introduced, presented a message from the Governor, with the documents* therein referred to, which was read as follows, to wit.

To the Senate and House of Representatives of the Common wealth of Pennsylvania.

I have this day approved and signed the following acts and resolution of the General Assembly, and directed the Secretary of the Commonwealth to return them to the houses in which they respectively originated, viz.

1. An act directing the sale of certain lots in the towns of Beaver and Allegheny.

2. A supplement to the act, entitled, an act vesting in the corporation of the city of Philadelphia for the use of the city, a certain lot of ground therein described.

8. A supplement to the act, entitled, an act for the appointment and regulation of constables in the township of the Northern Liberties, in the county of Philadelphia.

4. A supplement to the act, entitled, an act to incorporate the city of Philadelphia.

5. An act enabling Peter Pedersen to purchase and hold real estate within this commonwealth.

6. An act for the relief of James Moore of Beaver county.

7. An act to enable John S. Roulet, executor of the last will and testament of Victor Moreau, deceased, to sell and convey certain real estate therein mentioned.

• A resolution relative to the capture of two British ships of war by captain Charles Stewart of the United States frigate. Constitution.'

The Governor of Massachusetts has transmitted to me: First. The rejection by the legislature of that state of a resolution passed by the legislature of North Carolina, proposing an alteration in the mode of choosing, as well representatives in congress, as electors of president and vice president of the United States. Secondly. A resolution by the legislature of Massachusetts, proposing an amendment of the constitution of the United States, embracing all the principles included in the proposition by the legislature of North Carolina, but in some degree different in modification-which agreeably to the desire of the Governor, I lay before you together with his letter.

So far as a compliance by brigade inspectors with injunctions upon them, contained in an act, entitled "An act to provide for the preservation of arms, camp equipage and other military property belonging to this commonwealth," passed 13th March 1815, has enabled me to attain the object of the law, I now lay before you, lists of arms, camp equipage and military stores, public property remaining within the bounds of the several brigades and the results also from my orders, directing divers of those officers to sell such of said property as I deemed of a perishable nature, and not suitable for military purposes.

• A further supplement to an act, to appoint commissioners to regulate the streets, lanes and alleys in the district of Southwark, and to lay out new streets, lanes and alleys therein for the accommodation of the inhabitants, and to lay out the roads therein mentioned through the said district, and parts of the township of Moyamensing and Passyunk.'

And after some time,

The committee rose and reported the first section of the bill negatived.

On motion,

The further consideration of said report was postponed for the present.

Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Rogers in the chair, on the bill from the House of Representatives, entitled

A supplement to the act, entitled, an act for the prevention of vice and immorality, and of unlawful gaming, and to restrain disorderly sports and dissipation, passed the 22d day of April one thousand seven hundred and ninety-four.'

And after some time,

The committee rose and reported said bill with amendments. Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Shoemaker in the chair, on the bill from the House of Representatives, entitled

An act authorizing the purchase and distribution of a certain number of copies of Bache's Manuel.'

And after some time,

The committee rose and reported the first section of the bill negatived.
