An act to enable the Governor to subscribe to a certain number of shares in the stock of certain turnpike companies.'

The committee rose and reported said bill with amendments. The clerk of the House of Representatives being introduced, presented for concurrence, the bills, entitled as follow, viz.

An act authorizing the Secretary of the Land Office to issue a patent to Amos Judson, for an in lot in the town of Waterford in Erie county."

A supplement to an act, entitled, an act to authorize the Governor to incorporate a company for erecting a bridge over the west branch of the river Susquehanna, from the east end of Market street in the town of Lewisburg to the opposite shore.'

An act to authorize the surveyor of the township of the Northern Liberties in the county of Philadelphia, to re-survey, lay out and regulate Slesman's alley in the incorporated district of the Northern Liberties.'

An act to incorporate the Greensburg Manufacturing Com

pany.'

He returned the bill, entitled

An act providing for the sale of the State House and State House square in the city of Philadelphia.'

And informed,

That the House of Representatives have passed said bill without amendment.

He further informed,

That the House of Representatives have receded from their

non-concurrence in the amendment insisted on by Senate, to the bill, entitled

An act making appropriation for the erection of piers in the river Delaware, at the borough of Chester in Delaware county." He presented for signature, the bills, entitled as follow, viz.

A supplement to an act, entitled, an act vesting in the corporation of the city of Philadelphia for the use of the city, a certain lot of ground therein described.'

A supplement to the act, entitled, an act for the appointment and regulation of constables in the township of the Northern Liberties, in the county of Philadelphia.'

An act enabling Peter Pedersen to purchase and hold real estate within this commonwealth.'

An act for the relief of James Moore of Beaver county." • An act to enable John S. Roulet, executor of the last will and testament of Victor Moreau, deceased, to sell and convey certain real estate therein mentioned.'

He also informed,

That the House of Representatives have concurred in the amendments by Senate, to the bills, entitled as follow, viz.

A supplement to the act, entitled, an act to enable the Governor to incorporate a company to make an artificial road by the best and nearest route from the west end of the borough of York to the borough of Gettysburg, in the county of Adams."

An act to authorize George Eisenhuth, George Orwig, John Orwig and Jacob Orwig, to dig, establish and support a mill race on the north side of Penn's creek, near the town of New Berlin in the county of Union.'

An act to erect the town of Indiana in the county of Indiana, into a borough.' Also, to the

Resolution for furnishing certain members of the present legislature with one copy of Smith's edition of the laws.

The bills presented for concurrence were read the first time.
The Speaker signed the bills presented for signature.
On motion of Mr. Frailey and Mr. Murray,

The following resolution was twice read, considered and adopted, to wit.

Resolved, That the Secretary of the Commonwealth be directed to deliver to the clerk of Senate, four copies of the pamphlet laws of the session of 1813-14, for the use of Senate.

On motion of Mr. Reed and Mr. M'Sherry,

The Senate resolved itself into a committee of the whole, Mr. Erwin in the chair, on the bill, entitled

An act for holding special courts of common pleas.'

And after some time,

The committee rose and reported said bill with amend

ments.

On motion of Mr. Smith and Mr. Reed,

The bill, entitled

A supplement to the act, entitled, an act directing the secre tary of the land office to issue patents to the assignees of John

Nicholson, for certain lands therein mentioned,' was read the se cond time as reported by a committee of the whole on the 29th February, considered by section and agreed to.

Ordered, That said bill be transcribed for a third reading.

MONDAY, March 4, 1816.

Mr. Reed presented a petition from Daniel Marchand and others, executors of the last will and testament of Dr. David Marchand, late of Westmoreland county, deceased, accompanied with documents, stating that in the year 1796, their testator and a certain John Probst purchased at commissioners' sales certain tracts of land in said county sold for the payment of taxes; that deeds were delivered therefor, the amount of the taxes and costs paid in cash and a bond given for the residue of the purchase money, part of which was afterwards paid to Jacob Smith one of the commissioners; that upon its appearing that the said sales were illegally made, said deeds were returned; that the said commissioner refuses to return the money paid on the bond and to cancel the same the petitioners therefore pray relief; and

Said petition was read and laid on the table.

Mr. I. Weaver from the committee appointed for the purpose on the 1st inst. reported a bill, entitled

An act affording relief to persons employed in trade from Pennsylvania, attacked by disease at New Orleans,' which was read the first time.

Mr. M.Sherry from the committee appointed for the purpose, made further report in part, which was read as follows, to wit. That in conjunction with a similar committee from the House of Representatives, they have compared, and this day presented to the Governor for his approbation, the bills, entitled as follow, viz.

A supplement to the act, entitled, an act vesting in the corporation of the city of Philadelphia for the use of the city, a certain lot of ground therein described.'

The bill, entitled

A supplement to the act, entitled, an act for the relief of Edward Cavenough,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk present said bills to the House of Representatives for concurrence.

Mr. Reed read a bill in his place, and on leave given presented the same to the chair, entitled

A supplement to an act, entitled, an act for the prevention of vice and immorality and of unlawful gaming, and restraining disorderly sports and dissipation,' which was read the first time.

Mr. Smith read a bill in his place, and on leave given presented the same to the chair, entitled

• A supplement to an act, entitled, a further supplement to an act, entitled, an act erecting parts of Northumberland county into separate counties, to be called Union and Columbia,' which was read the first time.

Mr. Jarrett read a bill in his place, and on leave given presented the same to the chair, entitled

An act repealing a part of an act therein mentioned,' which was read the first time.

Agreeably to order,

The Senate resumed the second reading and consideration of the bill, entitled

An act providing for the erection of a state capitol,' postponed for the present on the 17th January last.

Section 1. recurring, was considered and agreed to.
Section 2. being under consideration,

A motion was made by Mr. Biddle and Mr. Morgan,

To postpone the further consideration of the same for the pre

sent for the purpose of introducing a new section in the words following, to wit.

Sect. 2. And be it further enacted by the authority aforesaid, That the Governor, be, and he is hereby authorized and required immediately after the passing of this act, to give notice for four weeks successively in two daily newspapers of the city of Philadelphia, and in one newspaper at Lancaster, Harrisburg and Pittsburg respectively, that proposals will be received by him on or before the first Monday in October next, for building the said capitol; which proposals shall state the terms on which the person making such proposals shall be willing to contract for building the same, and shall be accompanied by a ground plan and elevation of the said capitol, and the connection thereof with the offices already erected; which proposals and plans shall be submitted by the Governor to the legislature at its next session, and the plan adopted by the said legislature shall forthwith be carried into execution.

On the question,

Will Senate agree to postpone for the purpose aforesaid?

A motion was made by Mr. Lowrie and Mr. Murray, To postpone the further consideration of said question, together with the section and bill until to-morrow, which was agreed to. The bill from the House of Representatives, entitled
