Resolution relative to the capture of two British ships of war by captain Charles Stewart of the United States frigate Constitution.'

In these items are included 859 feet of boards which had been purchased with an intention of erecting a shed over and around the well, but not having been so used, were delivered over to the Secretary of the Commonwealth to make boxes to pack the laws and journals, &c. which are annually sent to the several counties, amounting to $13 74.

The Speaker laid before Senate a letter from the Auditor

General, with the document* therein referred to, which was read as follows, to wit.

Auditor General's Office, Feb. 29, 1816. SIR-Agreeably to law, I respectfully submit to the honorable the Senate, a statement of the contingent expenses of this office for the year 1815.

The annual appropriation for contingent expenses for the public offices being made about the close of each session of the legis lature, the accounting officers have uniformly deemed the year as commencing on the 1st of April; but as a report of the actual disbursements could not be made to the legislature for a year thus calculated (the legislature having for many years past risen before the 1st of April,) the practice has been to exhibit the expenditures from the 1st of Jan. to and including the 31st of Dec.

The act of the 30th March 1811, entitled An act to amend and consolidate the several acts relating to the settlement of the public accounts and the payment of the public monies, and for other purposes,' appropriates the sum of $400 per annum for the contingent expences of this office-by the act of last session, entitled An act making appropriations to defray certain expences of government therein mentioned,' § 100 dollars is added thereto for the purpose of procuring some new books.

The very great increase in the item of postage, in consequence of the returns, &c. under the provisions of the militia act, will render an increase of appropriation for the contingent expences of this office necessary; not only to supply what may be deficient on the 1st of April next, say about $ 60, but to aid the permanent appropriation made by the act of March 1811, § 150 I conceive will be sufficient for that purpose.

I will take the present opportunity to state to the Senate, that in consequence of the increase of business in this office arising from the present militia act, equal almost to all the other business previously transacted therein, I am under the necessity of asking an appropriation of 800 dollars for the ensuing year, in addition to the standing appropriation of 1000 per annum by the act of March 1811. At the last session of the legislature an appropriation was made to enable me to employ two additional clerks, to assist in preparing the accounts of the disbursements by Pennsylvania in relation to the late war-these accounts have been for the most part prepared and forwarded to the proper office at Washington city-there remains, however, many accounts in this office, and some not yet furnished, which are to be adjusted and prepared as charges against the United States.

The Secretary of the Commonwealth being introduced, presented a message from the Governor, which was read as follows, to wit.

To the Senate and House of Representatives of the Common

wealth of Pennsylvania.

I have this day approved and signed the following acts of the General Assembly, and directed the Secretary of the Common. wealth to return them to the houses in which they respectively originated, viz.

1. A supplement to the act, entitled, an act to authorize the Governor to incorporate a company to erect a toll bridge over Big Beaver creek, at or near Wolf lane in the county of Beaver.

2. An act making further provision for the support of the board of wardens for the port of Philadelphia.

3. An act to provide for the better preservation and increase of the library of this commonwealth.

4. An act to authorize the Governor to incorporate a company to erect a bridge over the river Schuylkill, at or near Lewis' ferry in the county of Berks.

5. A supplement to the act, entitled, an act to enable the Governor to incorporate a company for the purpose of making an arti ficial road from the Philadelphia and Lancaster turnpike road between the twenty-three mile stone and the Admiral Warren tavern, to the point where the Reading road intersects the Morgantown road to the west of Jones's tavern in Berks county. That a committee be appointed for the purposes expressed in the act, entitled

An act for the better preservation and increase of the library of this commonwealth.'

Whereupon,

A motion was made by Mr. I. Weaver and Mr. Frailey,
That said committee be appointed by the Senate.

And the same being under consideration,

A motion was made by Mr. Lowrie and Mr. Baily,

To postpone the further consideration of said question for the present, which was agreed to.

On motion,

The resolution from the House of Representatives read on the 26th inst. relative to the distribution of Smiths' edition of the laws, was again read, and the same being under consideration,

On motion of Mr. Frailey and Mr. Lowrie,

The further consideration of the said resolution was postponed for the present.

Mr. I. Weaver from the committee to whom was referred on the 16th December, so much of the Governor's message of the 14th of December last, as relates to the letter of William C. C. Claiborne, Governor of the state of Louisiana, enclosing an act of the legislature of that state, passed March 7, 1814, on the subject of a state subscription, in aid of the establishment of the Charity Hospital at the city of New Orleans, made report, which was read as follow, viz.
