TUESDAY, February 27, 1816.

Mr. Murray presented a petition from sundry inhabitants of Chillesquaque township, remonstrating against the annexation of any part of said township to the county of Northumberland; and Said petition was read and referred to a committee of the whole when they shall have under consideration the bill to which it relates.

Mr. Power presented a petition from sundry inhabitants of Beaver county, praying that the time of payment for certain lots at the mouth of Big Beaver creek may be extended; and

Said petition was read and referred to Mr. Power, Mr. McFarland and Mr. M'Sherry.

The Speaker laid before the Senate a letter from the Auditor General, transmitting a statement from the North Western Bank of Pennsylvania, which was read as follows, to wit.

North Western Bank of Pennsylvania,
February 15, 1816.

The following preamble and resolution was laid before the board and taken into consideration, viz.

Whereas a resolution has been laid before the legislature of this state, providing for the passage of an act of assembly to compel those banks who have not in their report to the Auditor General, distinguished between their specie and foreign notes:

Be it therefore resolved, That the discrimination contemplated by the said resolution, be made to the Auditor General. On the question being taken, it was agreed to unanimously. Extract from the minutes.

North Western Bank of Pennsylvania,

February 15, 1815.

In pursuance of the foregoing resolution, I do hereby certify that the specie and foreign notes in the vault of the said bank, stated in the said report, were as follows, viz.

Mr. Welles from the committee to whom was referred on the 21st inst. the petition of certain inhabitants of the county of Bradford, praying that an act may be passed for the purpose of fixing a name to the seat of justice in said county, made report, which was read as follows, viz.

That there are two persons who own large bodies of land in and near the village where the courts are held, one of whom claims to have it called Meansville,' the other Overton, that each had a few partisans that the inhabitants generally, unable to gratify both, and unwilling to please either, agreed to call the village Monmouth,' that in the mean time the place is known in the post office department, and generally at a distance by its original designation of Towanda; that considerable inconvenience is felt from this diversity of names, particularly in legal proceedings of the courts of law, and that a portion of all parties getting weary of this condition, have agreed to ask the interference of the legislature to sanction the new and fifth name upon which they have agreed, and which they have mentioned in their petition, and your committee considering that there may yet be more altercation upon the subject unless it is settled by an act of assembly, are induced to offer the following resolution:

Resolved, That a committee be appointed to bring in a bill in conformity to the prayer of the petitioners.

Said report was again read, and the resolution thereto attached, considered and adopted, and

Ordered, That the committee who reported be a committee for the purpose specified in said resolution.

Mr. M.Sherry from the committee appointed for the purpose, made further report in part, which was read as follows, to wit.

That in conjunction with a similar committee from the House of Representatives, they have compared, and this day presented to the Governor for his approbation, the bills, entitled as follow, viz.

• An act to authorize the Governor to incorporate a company to erect a bridge over the river Schuylkill, at or near Lewis' ferry in the county of Berks.'

A supplement to the act, entitled, an act to enable the Governor to incorporate a company for the purpose of making an artificial road from the Philadelphia and Lancaster turnpike road between the twenty-three mile stone and the Admiral Warren tavern, to the point where the Reading road intersects the Morgantown road to the west of Jones's tavern in Berks county.'

An act making further provision for the support of the board of wardens for the port of Philadelphia.'

An act to provide for the better preservation and increase of the library of this commonwealth.'

A supplement to the act, entitled, an act to authorize the Governor to incorporate a company to erect a toll bridge over Big Beaver creek at or near Wolf lane in the county of Beaver.'

The bill from the House of Representatives, entitled

A supplement to an act, entitled, an act vesting in the corporation of the city of Philadelphia for the use of the city, a certain lot of ground therein described,' was read the third time, and

Resolved, That this bill pass.

The bill from the House of Representatives, entitled

A supplement to the act, entitled, an act for the appointment and regulation of constables in the township of the Northern Liberties, in the county of Philadelphia,' was read the third time, and

Resolved, That this bill pass.

The bill from the House of Representatives, entitled

A supplement to the act, entitled, an act to incorporate the city of Philadelphia, passed the 11th day of March one thousand seven hundred and eighty-nine,' was read the third time, and Resolved, That this bill pass.

Ordered, That the clerk return said bills to the House of Representatives, with information that Senate have passed the same with amendments, in which the concurrence of that house is requested.

The title of the last mentioned bill was amended by striking therefrom all that follows the word Philadelphia.'

The bill, entitled

An act appropriating money to improve the road across Jack's mountain in Mifflin county, and the road leading from McCall's ferry bridge in Lancaster county,' was read the third time, and Resolved, That this bill pass.

The bill, entitled

An act to confirm the title of the trustees of the first Baptist church of Washington,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk present said bills to the House of Representatives for concurrence.

Mr. Morgan read a bill in his place, and on leave given presented the same to the chair, entitled

A supplement to the act, entitled, an act to enable the Governor to incorporate a company for improving the navigation of the river Lehigh,' which was read the first time.

The bill, entitled

An act confirming the title of Henry Shroeder an alien, to a certain lot of land therein mentioned,' was read the second time as reported by a committee of the whole yesterday.

The several sections were considered and agreed to.

The title being amended to read as follows, to wit.

An act confirming the titles of Henry Shroeder, David Scott and Hugh Mulholland to certain lots of land therein mentioned,' was agreed to..

Ordered, That said bill be transcribed for a third reading.

The bill, entitled

An act for the relief of captain Peter Ruch's company of light dragoons, late in the service of the United States,' was read the second time as reported by a committee of the whole yesterday.

The first and only section having been considered.

On the question,

Will Senate agree to said section?

The yeas and nays were required by Mr. Frailey and Mr. Ewing, and are as follow, to wit.

The title having been agreed to.

Ordered, That said bill be prepared for a third reading.

The Senate resolved itself into a committee of the whole, Mr. G. Weaver in the chair, on the bill from the House of Representatives, entitled

An act enabling Peter Pedersen to purchase and hold real estate within this commonwealth.'

And after some time,

The committee rose and reported said bill with one amend

ment.

On motion,

Said bill was read the second time, considered by section and agreed to, and

Ordered, That it be prepared for a third reading.

Agreeably to order,

The Senate resolyed itself into a committee of the whole, Mr. Baily in the chair, on the bill from the House of Representatives, entitled

An act to alter and extend the time of holding the courts of common pleas and quarter sessions of Cumberland county." And after some time,

The committee rose, reported progress, and asked leave to sit again; leave was granted, and

Ordered, That the committee of the whole sit again on Saturday next.

On motion of Mr. Ewing and Mr. Murray,

The Senate adjourned until 3 o'clock this afternoon.
