And after some time,

The committee rose and reported the first and only section of the bill negatived.

The Senate resolved itself into a committee of the whole, Mr. Forster in the chair, on the bill from the House of Representatives, entitled

A supplement to an act, entitled, an act to establish a board of wardens for the port of Philadelphia, and for the regulation of pilots and pilotages, and for other purposes therein mentioned.' And after some time,

The committee rose, reported progress, and asked leave to sit again; leave was granted, and

Ordered, That the committee of the whole sit again to-morrow. Adjourned until 10 o'clock to-morrow morning.

WEDNESDAY, February 21, 1816.

Mr. Biddle presented a petition from Daniel Sharp, brigade inspector of the 1st brigade, 1st division, Pennsylvania militia, stating that he has been directed to take charge of the state arsenal in the city of Philadelphia, and praying that he may be allowed a compensation therefor; and

Said petition was read and referred to Mr. Biddle, Mr. Shearer, Mr. Forster, Mr. G. Weaver and Mr. Poe.

Mr. Welles presented a petition from William Means and T. Overton, praying that a law may be passed enacting that the seat of justice for Bradford county may in future be known and called by the name of Williamston; and

Said petition was read and referred to Mr. Welles, Mr. Ross and Mr. Jarrett.

The Speaker laid before the Senate a letter from the Auditor General, transmitting a letter and statement from the president of the Northumberland, Union and Columbia Bank, which were read as follow, to wit.

Northumberland, Union & Columbia Bank, Milton, February 16, 1816. SIR-In conformity to an order of the directors of this institution, I enclose you a statement of the debts and credits of this bank as it stood on the 6th November last, shewing the amount of specie on hand at that time.

Mr. Smith from the committee appointed for the purpose yesterday, reported a bill, entitled

A supplement to the act, entitled, an act directing the secretary of the land office to issue patents to the assignees of John Nicholson, for certain lands therein mentioned,' which was read the first time.

Mr. I. Weaver from the committee on claims, to whom was referred on the 8th inst. the petition of Charles Tipper, on leave given, reported a bill, entitled

An act for the relief of Charles Tipper, an old soldier,' which was read the first time.

Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Frailey in the chair, on the bill, entitled

• An act to enable John S. Roulet, executor of the last will and testament of Victor Moreau, deceased, to sell and convey certain real estate therein mentioned."

And after some time,

The committee rose and reported said bill with amendments. The clerk of the House of Representatives being introduced, presented for concurrence, the bills, entitled as follow, viz.

A supplement to the act, entitled, an act for the appointment and regulation of constables in the township of the Northern Liberties, in the county of Philadelphia.'

An act enabling Peter Pedersen to purchase and hold real estate within this commonwealth.'

An act to alter and extend the time of holding the courts of common pleas and quarter sessions of Cumberland county.' He returned the bills, entitled as follow, viz.

An act making further provision for the support of the board of wardens for the port of Philadelphia.'

An act to provide for the better preservation and increase of the library of this commonwealth.'

And informed,

That the House of Representatives have passed said bills, the former without, and the latter with amendments, in which the concurrence of Senate is requested.

He presented for signature, the bills, entitled as follow, viz.

A further supplement to an act, entitled, an act to incorporate a company for making an artificial road from Harrisburg through Lewistown and Huntingdon to Pittsburg.",

An act to enable the Governor to incorporate a company for making an artificial road from Henry Hews' in the county of Lycoming, to Aaron Bloss' in the county of Tioga."

He also informed,

That the House of Representatives have receded from their non-concurrence in the amendment by Senate, to the bill, en

titled

An act to authorize the Governor to incorporate a company to erect a bridge over the river Schuylkill, at or near Lewis' ferry in the county of Berks.'

The bills presented for concurrence were read the first time. The amendments by the House of Representatives, to the bill, entitled

An act to provide for the better preservation and increase of the library of this commonwealth,' were read as follow, viz. Section 1. line 14, make three' read two.' Section 2. line 5, after the word manner' insert on a warrant drawn by the Speaker of the House of Representatives in favor of the chairman of said committee.'

Section 3. line 6, make three' read 'two.'
Section 4. line 3, after the word

books' insert and maps.' Same line, make eight read six.' Line 4, strike out the word • usual' and after manner' insert as aforesaid.'

On motion,

Said amendments were again read, considered and concurred in. Ordered, That the clerk inform the House of Representatives accordingly.

The Speaker laid before the Senate a letter from the Secretary of the Commonwealth, stating that in pursuance of an act of the legislature passed the 25th January last, two hundred copies of Smiths' edition of the laws of Pennsylvania have been purchased and delivered at his office.

An act for the relief of Dickinson college.'
