The bills presented for concurrence were read the first time. The Speaker signed the bills presented for signature.

The Secretary of the Commonwealth being introduced, presented a message from the Governor, which was read as follows, to wit.

To the Senate and House of Representatives of the Commonwealth of Pennsylvania.

I have this day approved and signed the following acts of the General Assembly, and directed the Secretary of the Commonwealth to return them to the houses in which they respectively originated, viz.

1. An act granting a sum of money to aid in removing obstructions out of Sheerman's creek.

2. An act for the relief of John Thompson.

3. An act repealing the act to encourage the raising of swine so far as the same respects the borough of Mercer.

4. An act authorizing James Wilsor of York county, to convey the right to a tract of land of Mary Wilson, a lunatic, and for other purposes.

5. An act authorizing and empowering John Moore, to execute a title to George Forney for a certain real estate therein mentioned.

6. An act relative to the building of certain bridges over the Monongahela and Allegheny rivers opposite Pittsburg.

7. An act to authorize the administrators of the estate of Thomas Huchison to convey certain real estate.

The Senate resolved itself into a committee of the whole, Mr. Biddle in the chair, on the bill from the House of Representatives, entitled

An act directing the sale of certain lots in the towns of Beaver and Allegheny."

And after some time,

The committee rose, reported progress, and asked leave to sit again; leave was granted, and

Ordered, That the committee of the whole sit again on Thursday next.

Adjourned until 10 o'clock on Monday morning.

MONDAY, February 19, 1818.

Mr. Graham presented a petition from sundry inhabitants of the town of Newville in the county of Cumberland, praying that said town may be incorporated into a borough; and

The same was read and referred to Mr. Graham, Mr. Barnitz and Mr. Poe.

Mr. M.Sherry from the committee appointed for the purpose, made further report in part, which was read as follows, to wit.

That in conjunction with a similar committee from the House - of Representatives, they have compared, and this day presented to the Governor for his approbation, the bills, entitled as follow, viz.

An act to extend the act, entitled, an act to prevent the disturbance of religious societies within the city of Philadelphia during the time of divine service.'

An act to enable the Governor to incorporate a company for making an artificial road from Jersey shore in the county of Lycoming, to Coudersport in the county of Potter."

A supplement to the act, entitled, an act appropriating cer tain militia fines to the improvement of public roads.'

An act to provide for the continuance of courts of quarter sessions.'

An act directing certain payments to be made to the first troop of city cavalry.

A supplement to an act, entitled, an act for the erection of a poor house, for the better relief and employment of the poor in the townships of Oxford and Lower Dublin in the county of Philadelphia.'

An act authorizing the administrators of Israel Bringhurst to convey a certain tract of land.’

A further supplement to the act, entitled, an act to enable the governor to incorporate a company for making a turnpike road from Middletown to Harrisburg.

Mr. Frailey from the committee to whom was referred on the 14th inst. the bill, entitled

The same was read the first time.

The Speaker laid before the Senate a letter from William Findlay, state treasurer, transmitting a statement relative to the per centage paid to the state by the several banks; and the same was read as follows, to wit.

In obedience to a resolution of the honorable Senate, adopted on the 16th inst. I hereto subjoin a statement of the whole amount of monies received at the treasury under the 10th section of the act, entitled An act regulating banks,' specifying particularly the day when paid, and the amount received from each respective bank. Ordered, To lie on the table.

Mr. Beale from the committee to whom was referred sundry petitions and remonstrances on the subject of varying the route of the road already laid out from Carlisle to Fort Littleton, so as to pass through Fannetsburg, made report, which was read as follows, to wit.

That after taking into view the reasoning of the petitions and remonstrances, together with the circuitous route the road must make to pass through said town, the committee are unanimously of opinion that the road will be more useful to remain as the same has been already confirmed: They therefore offer the following resolution, viz.

Resolved, That the subject be dismissed.

On motion,

Said report was again read, and the resolution thereto attached, considered and adopted.

Mr. Beale from the committee to whom was referred on the 9th inst. the petition of sundry inhabitants of Mifflin county, on leave given, reported a bill, entitled

An act appropriating money to improve the road across Jack's mountain in Mifflin county,' which was read the first time. The bill, entitled

An act to enable Mercy Ellis, Joseph Whitacre and Samuel W. Morris, guardians of the minor children of William Ellis, late of Lycoming county, deceased, to sell and convey certain real estate therein mentioned,' was read the third time, and Resolved, That this bill pass.

The bill, entitled

An act to enable the executors of Valentine Kloess to sell certain real estate,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk present said bills to the House of Representatives for concurrence.

The bill from the House of Representatives, entitled

An act to enable the Governor to incorporate a company to erect a bridge over the river Schuylkill, at or near Lewis' ferry in the county of Berks,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk return said bill to the House of Representatives with information that Senate have passed the same with amendments, in which the concurrence of that house is requested.

The amendments to said bill were,

That the said company shall not issue bank notes nor be concerned in banking, and that they shall not obstruct the fording at said ferry-with other verbal amendments.

The clerk of the House of Representatives being introduced, presented for concurrence, the bills, entitled as follow, viz.

An act authorizing the purchase of a certain number of copies of the work of Samuel Roberts, on the British statutes in force in Pennsylvania.'

An act for the relief of captain Peter Ruch's company of light dragoons, late in the service of the United States.'

Which bills were were read the first time.

Mr. M Sherry read a bill in his place, and on leave given presented the same to the chair, entitled

An act confirming the title of Henry Shroeder, an alien, to a certain lot of land therein mentioned," which was read the first time.

The bill from the House of Representatives, entitled

An act making appropriation for the erection of piers in the river Delaware, at the borough of Chester in Delaware county,' was read the second time as reported by a committee of the whole on Saturday last.

Section 1. being under consideration,

A motion was made by Mr. Biddle and Mr. Morgan, to strike out the following, agreed to in committee of the whole, to wit.

Ten thousand nine hundred and thirty-five dollars and thirtytwo cents, now in the treasury of this commonwealth, collected by the board of wardens on the tonnage of vessels under the act, entitled An act to empower the board of wardens for the port of Philadelphia, to collect a certain tonnage for the purposes therein mentioned,' passed the first day of April one thousand eight hundred and five,' and to insert in place thereof the words ⚫ twelve thousand dollars.'

On the question,
