Agreeably to order,

The Senate (twenty-nine members being present) proceeded to the election of a director of the Bank of Pennsylvania, the clerks being appointed tellers, in the room of William Boyd resigned. The members present voted as follows, to wit.,

Messrs. Barnitz, Biddle, Erwin, Ewing, Forster, Frailey, Hopkins, Lane, Maghee, M'Sherry, Morgan, Murray, Shoemaker, Smith and Welles, voted for Joseph Reed.

Messrs. Baily, Beale, Graham, Jarrett, Lowrie, McFarland, Power, Rogers, Ross, Shannon, Shearer, G. Weaver and I. Weaver, voted for John Jennings.

Mr. Tod, speaker, voted for John Connelly.

Thereupon,

The Speaker declared Joseph Reed duly elected a director of the Bank of Pennsylvania for the ensuing year.

Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Welles in the chair, on the bill from the House of Representa tives, entitled

An act to authorize the Governor to incorporate a company to erect a bridge over the river Schuylkill, at or near Lewis's ferry in the county of Berks.'

And after some time,

The committee rose and reported said bill with amendments. Agreeably to order,

The Senate resolved itself into a committee of the whole, Mr. Baily in the chair, on the bill, entitled

An act in aid of certain volunteers and militia of this state."
And after some time,

The committee rose, reported progress and asked leave to sit again; leave was not granted.

Whereupon,

On motion of Mr. Rogers and Mr. Frailey,

Ordered, That said said bill be re-committed to a special committee, and

That Mr. Graham, Mr. Lowrie, Mr. Frailey, Mr. McFarland and Mr. Welles be the committee.

On motion of Mr. Jarrett and Mr. M'Farland,

The Senate adjourned until 3 o'clock this afternoon.

The Senate resolved itself into a committee of the whole, Mr. Ewing in the chair, on the bill, entitled

An act to provide for the erection of two arsenals, purchasing field ordnance and rifles.'

The Senate resolved itself into a committee of the whole, Mr. Barnitz in the chair, on the bill, entitled

An act to enable Mercy Ellis, Joseph Whitacre and Samuel W. Morris, guardians of the minor children of William Ellis, late of Lycoming county, deceased, to sell and convey certain real estate therein mentioned."

The Senate resolved itself into a committee of the whole, Mr. Beale in the chair, on the bill, entitled

An act to enable the executors of Valentine Kloess to sell certain real estate.'

The resolution read yesterday relative to the per centage paid by certain banks to the commonwealth, was again read, considered and adopted.

SATURDAY, February 17, 1816.

Mr. Morgan presented a petition from sundry inhabitants of the county of Philadelphia, praying that a law may be passed to facilitate the recovery of ground rents; and

The same was read and laid on the table.

Mr. Smith from the committee appointed for the purpose yesterday, reported a bill, entitled

'An act to provide for the election of a constable in the borough of Columbia, in the county of Lancaster,' which was read the first time.

Mr. Graham from the committee to whom was re-committed on the 14th inst. the bill, entitled

An act for the relief of Dickinson college,' reported said bill as committed; and

The same was read the first time.

The bill, entitled

An act making further provision for the support of the board of wardens for the port of Philadelphia,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk present said bill to the House of Representatives for concurrence.

The bill from the House of Representatives, entitled

A supplement to the act, entitled, an act to enable the Governor to incorporate a company for the purpose of making an artificial road from the Philadelphia and Lancaster turnpike road between the twenty-three mile stone and the Admiral Warren tavern, to the point where the Reading road intersects the Morgantown road to the west of Jones's tavern in Berks county,' was read the third time, and

Resolved, That this bill pass.

Ordered, That the clerk return said bill to the House of Representatives, with information that Senate have passed the same with amendments, in which the concurrence of that house is requested.

The amendments to said bill were,

To reduce the subscription by the state to the stock of said turnpike from $7,500 to $5,000, and to require the company to pay the dividends arising therefrom into the state treasury. The bill, entitled

An act to enable Mercy Ellis, Joseph Whitacre and Samuel W. Section 1. being under consideration,

A motion was made by Mr. Lowrie and Mr. Power,

To amend the same by striking out the word Meadville' from" line 6, and inserting the following, to wit. on the reserved ground adjoining the town of Allegheny, in Allegheny county.' Whereupon,

A division of the question was called for, to end with stri king out.

On the question,

Will Senate agree so to strike out?

It was determined in the affirmative.

The second part of the question recurring, to wit.

Will Senate agree to fill the blank with the words on the reserved ground adjoining the town of Allegheny, in Allegheny county."

The yeas and nays were required by Mr. Lowrie and Mr. Shoemaker, and are as follow, to wit.

So it was determined in the negative.

A motion was then made by Mr. I. Weaver and Mr. McFarland, To fill the blank with the words town of Franklin in Venango county.'

On the question,

Will Senate agree to fill the blank with said words ?

It was determined in the negative.

A motion was then made by Mr. Smith and Mr. I. Weaver, To postpone the further consideration of said section, together with the bill for the present. And

On the question,

Will Senate agree so to postpone ?

An act to enable the executors of Valentine Kloess to sell certain real estate, was read the second time as reported by a committee of the whole yesterday, considered by section and agreed to.

Ordered, That said bill be transcribed for a third reading.

A motion was made by Mr. Lowrie and Mr. Rogers, and read as follows, to wit.

Resolved, That a committee be appointed to enquire whether any, and if any, what alterations are necessary in the judiciary of this commonwealth, and that they have leave to report by bill or

otherwise.

The Senate resolved itself into a committee of the whole, Mr. I. Weaver in the chair, on the bill, entitled

An act making an appropriation for the erection of piers in the river Delaware, at the borough of Chester, in Delaware county.'

And after some time,

The committee rose and reported said bill with amendments. The clerk of the House of Representatives being introduced, presented for concurrence, the bills, entitled as follow, viz.

A supplement to the act, entitled, an act vesting in the corporation of the city of Philadelphia for the use of the city, a certain lot of ground therein mentioned.'

A supplement to an act, entitled, an act for the erection of a poor house for the better relief and employment of the poor in the townships of Oxford and Lower Dublin in the county of Philadelphia.'

• An act to extend the act, entitled, an act to prevent the disturbance of religious societies within the city of Philadelphia during the time of divine service.'

An act to enable the Governor to incorporate a company for making an artificial road from Jersey Shore in the county of Lycoming, to Coudersport in the county of Potter.'

A supplement to the act, entitled, an act appropriating certain militia fines to the improvement of public roads."
